On 12/6/2022 at 12:30PM, Licensing Program Analyst (LPA) V. Wheatley conducted an unnannounced complaint inspection and met with the assistant directors Ruth Castaneda and Farideh Rowshan at arrival. The director Luana Madrigal arrived during the inspection. LPA inspected the infant classroom #1 and observed 15 infants being supervised by 3 teachers/staff. LPA observed most of the infants asleep and safe sleeping procedures followed. On 9/16/22, LPA met with the director and assistant directors who denied the allegations. Today LPA interviewed staff members who did not provide any information to justify the allegations. Also, LPA interviewed parents and witnesses who did not validate any of the allegations. Based on the investigation, which included interviews with relevant parties and observation, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.
