What the inspector wrote

On 4/29/26, Licensing Program Analyst (LPA) Ranita Richmond conducted an unannounced 3 year Required Inspection for the above-named Child Care Center (CCC). CCC is licensed for 45 preschool children, ages 2 years thru 5 years of age. LPA met with Cindy Renderos Contreras, site director. LPA Richmond toured the facility indoors and outdoors and observed 35 children in care, being supervised and cared for appropriately by 6 fingerprint cleared staff members. Facility hours of operation are Monday – Friday, 7:30am – 6:00pm. There is a playground waiver on file and posted on the parent board. Capacity and limitations as specified on the license are being maintained. All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios. LPA Richmond advised Site Supervisor of the importance of sign in/sign out sheets to be filled out using the full first and last name of the children and parent/authorized representative checking the child in and out daily. CCC uses Child Pilot app for daily attendance. There are no swimming pools, ponds, or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area or locked container. LPA observed smoke detectors throughout the CCC. LPA observed working carbon monoxide detectors in the preschool classrooms. LPA Richmond observed 3(three) fully charged 2A:10B:C fire extinguishers throughout the classrooms. The fire extinguishers were tested and or serviced in January 2026. LPA reviewed fire drill log, last fire drill and disaster drill completed, and documented on 03/2026 and 04/2026. page 1 of 3 Toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Richmond inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA Richmond conducted a Health and Safety inspection of the food preparation and storage areas and observed that they are clean, free of litter/rubbish and free of rodents/vermin. Open food containers are labeled and dated appropriately. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Richmond reviewed 12 children’s files and observed files to be in compliance with current contact information for authorized representatives and/or relatives who can assume responsibility for the child and authorization for medical treatment. Two of twelve files missing physician’s reports. Type B citation cited. See LIC 809D. LPA Richmond reviewed 7 personnel files and observed files to be in compliance with fingerprint clearance, early childhood education units, and mandated reporter completion certificates. LPA reviewed personnel files and was unable to locate certification of at least one employee with current pediatric CPR/First Aid. Type B citation cited. See LIC 809D. LPA reviewed personnel files and found that two of seven files are missing employee immunizations. Type B citation cited. See LIC 809D. CCC HAS NOT COMPLETED LEAD TESTING. LPA Richmond verified that the lead testing has not been completed in accordance with Written Directives outlined in PIN 21-21.1-CCP . Type B citation cited. See LIC 809D. Director understands that water lead testing is necessary for all buildings constructed before January 1, 2010. Then every 5 years thereafter. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility does provide Incidental Medical Services – IMS plan on file. Currently no children enrolled in need of IMS. For IMS information see PIN 22-02-CCP . LPA Richmond reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities,providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
