What the inspector wrote

On 09/15/2022 Licensing Program Analyst (LPA), Suzette Ornelas conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Assistant Director, Alexis Lopez and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday 7a to 6p. Facility is equipped with a security camera system and security entry system. LPA observed 68 children and 9 adults. A review of the digital sign in/out sheet was conducted to verify the current census of children. All children are under supervision, including visual supervision, of a teacher at all times. Capacity and limitations as specified on the license are being maintained. LPA observed 5 licensed preschool classrooms on the premises. RM 1: Dolphin (2 year olds), RM 2 Orca (3year olds), RM 3 Polar Bear (5 year olds), RM 4 Otter (older 3\342\200\231s-4 year olds), RM 5 Seal (4 year olds) All areas identified on the Facility Sketch were inspected. The following staff were present during this inspection: RM 1: 9 preschool children with a ratio of 2 teacher RM 2 : 14 preschool children with a ratio of 2 teacher RM 3 : 10 preschool children with a ratio of 1 teachers RM 4 : 17 preschool children with a ratio of 2 teachers RM 5 : 18 preschool children with a ratio of 2 teacher A walk through of the classroom room space was conducted, the space was found to be clean and free from any potential hazards. Furniture was found to be in good repair and age appropriate. LPA observed all required postings in a prominent area. There is adequate heating, lighting and ventilation. Drinking water is readily available. Isolation area for sick students is located in the Main Office or an area in Room 1 nearthe Main Office . LPA observed adequate arrangements for isolation and care of ill children. The bathroom and toileting areas were inspected, LPA observed toilets and sinks to accommodate the facility\342\200\231s capacity. Room 1 and 2 are equipped with a restroom (1 toilet 1 sink 1 changing table). There is a separate building with designated boys and girls restrooms. Each restroom has 4 toilets and 2 sinks. Toilets flush properly, toilet and sinks are reachable by the children in care. The restrooms have adequate toilet paper and paper towels available. The bathrooms were found to be clean. There is adequate lighting/ventilation in the bathroom area. Playground equipment is in safe condition and free of hazards. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. All kitchen, food preparation and storage areas are clean and safe. Per Assistant Director, parents provide daily meals for children; however, daily snacks are provided and a weekly menu is posted out front for the parents to view. Drinking water is available both indoors and outdoors. The facility is equipped with a working smoke detector, carbon monoxide detectors in every building and fire extinguishers (2A 10BC). There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection. The facility has sufficient cots or mats for napping. LPA was unable to view staff/children files or confirm mass casualty plan of action due assistant director not having access to the locked file cabinet. A continuation visit will need to be conducted to complete this part of the inspection. LPA provided Assistant Director with a copy of the Disaster and Mass Casualty Plan regulation and information on ensuring the plan follows regulating requirements, to be maintained at the facility moving forward. Incidental Medical Services (IMS) are currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
