What the inspector wrote

On 05/24/2023 Licensing Program Analyst (LPA) Doris Whitmore made an unannounced visit for the purpose of conducting a required I year inspection. LPA met with and Norma Dumaliang, Site Supervisor. Site Supervisor and LPA toured the facility indoors and outdoors. LPA observed proper care and supervision during this inspection. LPA observed a total of children and 25 children and 6 staff present at the time of the inspection. All center staff that was present during today’s visit has criminal record clearances and are associated to the designated license number. The facility serves one full day session and two half double sessions a.m. and p.m. Hours of operation for the full day session are 8:00a.m. – 3:00p.m. For the double session the hours are 8:15a.m. -11:45a.m. and 12:30p.m. – 4:00p.m. All session of classes is Monday- Friday. LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule, Roster. LPA was able to review 6 staff files and 10 children files. Children and staff records were found to be complete. Currently staff are up to date with their First Aid & Mandated Reporter. Facility has a working carbon monoxide and Smoke detector. During this inspection, LPA observed no physical changes to the facility. LPA observed a working telephone on the premises, heating, lighting and ventilation were evaluated. Furniture and equipment were inspected for age appropriateness and good repair. Napping equipment were observed to be clean and good condition. Adequate storage for children's belongings, bathrooms facilities, and separate area for isolation and care of ill children located in the office area. In the kitchen area there is an igloo for the classes to share. Drinking Water is always available for the children. All trash cans had tight lids. Documentation of current Fire/Earthquake disaster drill was observed on a monthly basis. First Aid supplies were inventoried and available. Sign in/out were observed and reflected the number of children in classroom at the time of the inspection. A review of medication policy, including properly labeled and stored in original container. During today's inspection currently there were no children on medication. Each classroom has a Fire Extinguisher 3A 40: BC. This facility provides Incidental Medical Services – IMS. An inspection of cleaning and food supply storage areas was made. Food preparation area was toured for safety, cleanliness, adequately equipped and inaccessible to children in care. Food and snack items are properly stored. Outdoor area observed to be fenced. Climbing structure, slides and apparatus equipment securely anchored and has cushioned with material that absorbs falls zone. Bikes were observed in good condition. LPA observed other educational materials were available for children to utilize. Play area observed free of miscellaneous debris or hazards and inaccessibility to bodies of water. Required shade and rest areas are provided, drinking water readily available and accessible to children. LPA reminded that it is the facility responsibility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.cdss.ca.gov . LPA also advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Facility may also register on CCAP website for the new quarterly report to be notified. Facility was found to be in substantial compliance at the time of the site inspection. No deficiencies cited. Copy of report and Notice of Site Visit issued.
