Routine inspection (3-year)·April 1, 2026

On 04/01/2026 Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced 3 – Year Required Inspection at the above-mentioned facility. LPA was greeted by Licensee Elizabeth Algutria LPA’ disclosed the purpose of the inspection and was granted entry into the facility. LPA was guided on a tour of the home both inside and outside. Present during the inspection was the licensee Elizabeth Algutria, licensees husband Carlos Algutria. There were 4 children in care at the time of the inspection. The home is a single-family home. Childcare is conducted in the living room, kitchen, and dining room. The home has one bathroom. There are two bedrooms in the home which are designated off-limits. LPA checked to make sure during today’s inspection all adults were fingerprint cleared and associated to the facility. The purpose of this inspection is to ensure that health and safety standards are being met as required by Title 22 Regulations governing California Child Care Homes will be met by licensee. The facility is licensed for Family Child Care with a max of 14 . The facility hours of operation are Monday- Friday 7:00a.m. to 5:00p.m. LPA observed all postings on the board License, Notification of Parent’s Rights, Earthquake Preparedness, Emergency Disaster Plan. Verification of Fire Drills. The sign in and out sheet and facility roster were reviewed. There was no bodies or water, no guns or weapons as stated by the licensee. No weapons observed by LPA. LPA did observe two pets in the home which were dogs. The dog was away from the children in care. LPA Whitmore asked the licensee if the parents were aware that there were dogs. The licensee responded and said yes. The new pool regulations were shared with the licensee. The neighbors next-door on each side do not have a pool. The Fire Extinguisher was 2 A 10 B: C. The smoke detector and carbon monoxide were tested at the time of the inspection and operable. Detergents, and knives were inaccessible, Toxins were locked and inaccessible. The home has a working telephone.Toys, equipment and materials were available and in good order Children napped in the living room. Outdoor activities were conducted in the back yard; LPA did not observe any hazardous conditions in this area. LPA observed play equipment for the children that was in good repair. LPA observed the shade area for the children. Children’s records were readily available and in good order, containing the required documentation. Licensee licensee’s husband files were checked. LPA Whitmore shared with the licensee the Entrance Checklist. The following forms were missing from the file Statement Acknowledging Requirement to report Child Abuse, Criminal Record, and Employee Rights. Licensee stated that the forms were turned in and she does not have a copy of them. LPA printed out forms and gave licensee copies of the forms that were needed for the file. One interview was conducted with the licensee. License was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https:// www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and ­ resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https:// www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
