What the inspector wrote

On 12/4/25 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Required Annual Inspection at the above facility. At 9:30AM LPA arrived to residence and met with Licensee Handra Davis provided entrance check list and conducted a tour of the home. LPA observed no children in care during inspection. Per Licensee there are 2 children enrolled. Per Licensee hours of operation are 6am to 6pm Monday \342\200\223 Friday. Per Licensee transportation to and from school is provided. Per Licensee overnight care is provided. Per licensee she is not apart of the food program and provides Breakfast, AM snack, lunch, and dinner). Per Licensee outside food is not permitted in the facility. Per Licensee no children in care require medication or have food allergies. LPA observed documents on licensing board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) and ER drill log last dated 6/25. LPA observed Licensee current Mandated Reporter certificate exp 11/26. LPA observed the licensee\342\200\231s current CPR/First Aid Certification Exp 8/26 Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story front apartment of a 3 unit building, consisting of 3 bedrooms, 1 bathroom, living room, kitchen, dining room (main daycare room) and enclosed front yard. Per Licensee areas off limits to children and parents include 2 bedrooms. At 9:45AM LPA observed a fully charged 2A10BC fire extinguisher with a receipt dated 11/25 under the kitchen sink ( At 9:50AM LPA observed a functioning carbon monoxide detector in the hallway and a smoke detector in the kitchen. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed a wall heater in the dining room, surrounded by a 3 ft wide by 3ft tall metal mesh barricade that was bolted to the wall, making it inaccessible to children in care. The home maintains telephone service via cell phone Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 9:35AM LPA observed kitchen knives on the counter pushed all the way to the rear inaccessible to children in care. Per licensee cleaning supplies are kept under the kitchen sink, LPA observed all cabinets in kitchen to have child safety latches. Bathroom children use was observed to be clean and free of hazards. LPA observed bathroom sink cabinet to be empty. Per Licensee potty training is not provided. LPA observed age appropriate learning materials and toys in the daycare bedroom. LPA observed a bed for sleeping children in care. Per Licensee all linens are washed in the facility. Outdoor Play for children in care is located in the enclosed front yard. At 10:15AM LPA observed grassy area with no hazards to children in care. LPA observed no bodies of water on the premises. 2 children\342\200\231s files were reviewed and observed to be complete. 1 Staff file was reviewed and observed to be complete. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No Deficiencies were observed during today\342\200\231s inspection Exit interview conducted with Licensee Handra Davis, a copy of this report, appeal rights were provided. A notice of site visit was provided and must remain posted for 30 days.
