What the inspector wrote

On 5/29/2026, Licensing Program Analyst (LPA) Ana Rodriguez met with Director Yesica Aparicio to conduct an unannounced Annual/Random inspection. LPA disclosed the purpose of the inspection and was granted entry to the facility. Upon arrival, LPA observed 1 infant classroom with 2 infants and 1 staff. There are also preschool/toddler options (197417593) and a school-age program (197417594). The hours of operation are 5:00 AM - 8:00 PM, Monday through Saturday. Incidental Medical Services (IMS) were discussed. Physical Plant: LPA toured and inspected 1 infant classroom. LPA observed that furniture and equipment are age-appropriate and have been well-maintained and repaired. The room is clean and safe. The telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings and will be labeled with the child’s name. LPA observed age-appropriate toys and materials. LPA observed children's personal sheets in each cubby. Cribs used are maintained in good condition, wiped/cleaned/disinfected (daily), weekly, or when soiled, with no contact with other children's bedding. LPA observed a tight-fitting sheet in each crib. Drinking water is available inside the classrooms in the form of disposable plastic cups and water jugs. All containers used for the storage of solid waste, including movable bins, shall have a tight-fitting cover that is kept in place; they shall be leakproof and rodent-proof. LPA inspected and observed one changing table. LPA observed soap, toilet paper, and paper towels readily available. Water temperature is appropriate. Children are inspected for illnesses upon arrival. A review of medication policy indicated that prescription medication is administered only with the parent’s written permission. The Director and other administration staff administer medication and document the dosage, date, and time on a log. Medication is brought and locked at the center (unless the parent requests a daily return). Medication is labeled correctly and stored in its original container. Medication is stored at the center until it expires and then sent home with the parent for disposal. The separate area behind the front desk will be for isolating and caring for ill children. A mat is available for ill children. An isolated toilet and sink are available for children who are sick in the office. The outdoor area: According to the director, Yesica, infants usually stay in the center and do not have an outdoor play area. LPA observed a first aid kit. LPA provided the director with a list of first aid supplies. Food Service: The facility features a clean, fully equipped kitchen with a refrigerator/freezer, and microwave. It currently operates a food program that provides meals, including breakfast, lunch, snacks, and dinner. The parent board : LPA observed the parent board with all required documents posted . Staff Records/ Children Records: Children's records and staff records were reviewed. LPA verified there is at least 1 staff person present with current CPR and First Aid Training. All staff completed the Mandated Reporter training every 2 years. Two staff files are missing Measles, One is missing Pertussis, and 1 is missing forms LIC 503 and LIC 501. All staff has required fingerprinting associated with the facility. LPA reviewed 3 children's records. Two files are complete, one file is missing the physicians report as well as immunizations. The following general information was discussed during this inspection: - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. -Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) -LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. -Incidental Medical Services (IMS) policy was discussed.
