What the inspector wrote

Parents stated during interviews that their children’s diapering needs are changed by staff and have no issues with soiled diapers. During interviews, six parents stated that their children are not left with wet clothing. Parent # 2 stated their child was once left with wet clothing until extra clothing was dropped off to child’s school, child was temporarily left with wet clothing due to school unable to locate child’s extra clothes. Teachers interviewed informed LPA, that children in the toddler room get changed in the classroom using diaper table every 2 hours or sooner, if needed. On page 127, in the "Parent Handbook" it states the following: "Children shall be, checked for signs that diaper changing is, needed at least every two hours when children are awake, and when children awaken. Wet and solid diaper will be, changed within 5 minutes of discovery." On 6/7/24 and during today's visit LPAs observed staff using changing table to change children in the toddler room. At 2:47pm LPAs observed child getting taken out from the preschool classroom to get their diaper changed. Per Program Supervisor interview conducted today, preschool children are changed in the children's restroom. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview was conducted and report was reviewed with Program Supervisor Rosemary Ortiz.

    Buildings and Grounds. The child care center shall be clean, safe, sanitary and in good repair at all times. This requirement is not met as evidence by LPAs observations and interviews conducted with staff and parents. On 05/21/24, LPAs observed and photographed, broken toys, door, and a a bent gate. Staff and parents interviewed stated that the gate between the preschool yard and toddler yard was also broken.This poses a potential risk to the health and safety of the children in care.
