What the inspector wrote

Licensing Program Analyst (LPA) Alicia Bailey conducted an unannounced required annual inspection on 10/12/2021 at 9:30 am. This Crystal Stairs Head Start Pre-School Site. Upon arrival, LPA Bailey met with Education Coordinator Ava Robertson. LPA Bailey was guided on a tour of the facility including both indoor and outdoor areas. The facility program from ages 3- 5 years. Facility Visit Checklist provided during inspection. At 9:37 am LPA Bailey assessed fingerprint clearances, staff working at the facility. LPA Bailey observed staff/child ratio was in compliance during today's inspection. At 9:40 am all areas identified on the facility sketch were inspected and checked the following: food preparation area, storage and refrigeration, rest rooms, equipment, outside play area and over all conditions of facility. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. Bedding identification were inspected. Storage for children's belongings and an isolation area with a sink, toilet, and mats/cots was inspected. Availability of drinking water was reviewed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperatures, toilet paper, paper towels, area safety and sanitation. First Aid supplies were inventoried. A review of medication policy, including administering, labeling, storage, and records was made. At 10:00am the personal Rights of children were discussed and observed by LPA Bailey. Staff was questioned to establish their familiarity of emergency reporting requirements, emergency disaster plans site operations. Sign in and out procedures were reviewed with staff, policy of checking children for illnesses. At 11:50 AM children and staff confidential name report was given and documented. No weapons or bodies of water on premises. The smoke detectors, carbon monoxide & fire extinguisher are in operable. At 1:20 PM Staff Interview was conducted with Education Coordinator Ava Robertson The following was discuss with the Education Coordinator Ava Robertson. Crystal Stairs Head Start Wonderland was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep LPA discussed the safe sleep regulations with Education Coordinator and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Based on the completion of today\342\200\231s inspection no deficiencies were observed by the LPA Bailey A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Education Coordinator Ava Robertson.
