conditions and limitations specified on the license, including the capacity limitation.
All children are under supervision, including visual supervision, of a teacher at all times. The preschool program is in compliance with Title 22 regulations regarding Staff to Student ratios.
The facility does have preschool children that require Incidental Medical Services (IMS). Medication is stored in the classroom. LPA discussed with administrator all the necessary paperwork that needs to be included with the medication and reminded that all medication needs to be in its original content with current prescription. LPA reminded staff that all medications shall be kept in a safe place inaccessible to children. LPA observed the allergy list posted in the kitchenette area in the classroom.
There are no swimming pools, ponds, or other bodies of water on the premises

There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to the children in care. All poisons are kept out of the children’s reach on the top shelf above the classroom sink.
The facility has a designated district custodial staff that cleans and disinfects as needed but primarily every day in the evening. Teachers do the day-to-day cleaning in the classrooms.
LPA Castellanos observed fully charged fire extinguishers, smoke detectors, and a working carbon monoxide detector in the classroom.
All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Castellanos inspected the classroom and observed age-appropriate toys, books, and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts.
Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment, swings and slides have cushioning material to absorb all falls.

Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.
LPA Castellanos conducted a Health and Safety inspection of the kitchenette and all storage areas. These areas were observed to be clean, free of litter and rubbish, and free of any evidence of rodents or vermin. Solid waste storage containers were noted to have tight-fitting covers and to be in good repair.
According to Assistant Director Bonilla, the facility provides meals for children whose families choose to participate in the Choice Lunch Program affiliated with Valor Christian Academy. Assistant Director Bonilla also stated that, for the most part, parents provide their children’s meals and snacks, ensuring they comply with any dietary restrictions or allergies.
LPA discussed the importance of maintaining a clear and reliable system for documenting allergies and food restrictions. Administration was reminded that copies of menus, as served, must be dated and retained on file for a minimum of 30 days.
LPA reviewed 10 children’s files and observed files to be in compliance including current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment.
LPA reviewed 6 personnel files and observed files to be in compliance with current CPR/First Aid and Mandated Reporter Training. LPA discussed the importance of making sure that all training is from the approved vendor list. LPA discussed the importance of making sure that all Pediatric CPR and Pediatric First Aid training is EMSA approved.
Drinking water is available to the children in care. Additionally, children bring in their own refillable water container.
Administrator was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, there was one (1) deficiency cited at this time for violation of Title 22 regulation; (see LIC809-D).
An exit interview was conducted, and Plan of Correction was reviewed and developed with Assistant Director Stephanie Bonilla. A copy of this report and appeal rights were discussed and left with Assistant Director. A Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
