What the inspector wrote

On 01/22/2026, Licensing Program Analyst (LPA) Lisa Clayton conducted an unannounced Annual Required 3 Year Inspection at the Bright Horizons Ocean Park Infant Center. LPA Clayton was greeted by Director Nara Keheyan. LPA Clayton observed 24 infants being cared for and supervised appropriately by 12 fingerprint cleared staff members. Facility hours of operation are Monday \342\200\223 Friday, 7:15am \342\200\223 6:00pm. The Center provides morning and afternoon snack, lunch, and water. LPA Clayton toured the facility indoors and outdoors for a Health and Safety Inspection. The Infant Center provides care to infants 0 to 24 months old. LPA Clayton inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment in the classrooms are in good condition, free of sharp, loose, or pointed parts. The sinks and toilets are in safe and sanitary operating condition, and floors in the facility are clean and safe. LPA Clayton observed the surface of the outdoor activity space to be maintained in safe condition and is free of hazards. There are no pools, ponds, or any other bodies of water on the property. There are no firearms or ammunition allowed or stored on the premises. All disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children in care. LPA Clayton conducted a Health and Safety inspection of the food storage area and observed it to be free of litter/rubbish and free of rodents/vermin. All food is protected against contamination, and any contaminated food is to be discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. The CCC completed Lead testing, and No Lead Exceedances. The Child Care Center has a Fire Alarm System (fire detection system, alarm system, emergency alarm system, gas detection systems, fire extinguishing system which was tested November 11, 2024. LPA Clayton observed a fully charged 3A40BC outside of the Infant 1 classroom and a fully charged 3A40BC Fire Extinguisher between the Toddler 1 and Toddler 2 classrooms. LPA Clayton reviewed documentation indicating the staff are conducting fire drills according to Title 22 regulations. LPA Clayton reviewed 6 children\342\200\231s files and observed the files to contain current immunization records, contact information of parents and authorized representatives, authorization for medical treatment, signed Parent\342\200\231s Rights and signed Personal Rights receipts. LPA Clayton reviewed Sleep Logs per Title 22 regulations. LPA Clayton also reviewed Sleep Logs showing the staff checking and documenting on the sleeping infants every 15 minutes. LPA Clayton reviewed 6 employee files which were found to be complete and in compliance. Director Nara was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Director Nara and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and \302\255 resources/safe-sleep as an additional resource. LPA also informed Director Nara of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Director Nara was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, no Deficiencies or Technical Violations were cited/issued. Exit interview conducted and report was reviewed with the Director Nara Keheyan. A notice of site visit was given and must remain posted for 30 days.
