What the inspector wrote

On 1/23/2024 Licensing Program Analyst (LPA), Loyce Phillips conducted an unannounced Required Inspection and was met by Licensee, Paralel Davis. LPA observed 1 child in care. Licensee operates Monday through Saturday and some overnight care as needed. LPA reminded Licensee that staff must remain awake when children are awake. Licensee states she has liability insurance on file. The facility is located in a gated community. LPA toured inside and outside the facility. This is a 2 story home with 4 bedrooms, 3 bathrooms, living room, dining area, kitchen and attached garage. There were no day care activities conducted in the garage. The areas that are accessible to children: Bedroom #1 (located downstairs), bathroom #1 (located downstairs), living room, kitchen, dining area and backyard area. The areas that are off limits to children: Entire upstairs area (bedrooms #2, #3, #4 and bathroom #2 and #3). Upstairs is made inaccessible by a safety gate. The garage is made inaccessible by locked door. The storage unit located in the back yard is made inaccessible by key pad lock. The gated community has 2 swimming pools on premises. LPA observed both swimming pool areas. The front gates to both pools measured at 5ft 2in. The gates were observed to be locked and a key card is needed to access the pool area. Licensee stated the children are not allowed in the pool area (LIC 855 on file). There are no firearms or ammunition allowed or stored on the premises . No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children. 809-C There is a full charged fire extinguisher located in the kitchen. The facility has a working smoke detectors and carbon monoxide detector, inside the home. The facility has adequate heating and ventilation for safety and comfort. The stairs in the home are made inaccessible by safety gate. The living room has a fireplace that has bolted up. Safe toys, materials and play equipment observed. LPA observed First Aid kit located in cabinet. Children nap on cots. The home has working telephone service and LPA confirmed the phone number is (310) 674-1921. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained. Licensee\342\200\231s Mandated Reporter Training was completed on 11/11/2023. Licensee\342\200\231s pediatric CPR/First Aid was completed on 3/8/2023. Immunizations not on file, deficiency cited. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. 809-C Safe Sleep - LPA discussed the safe sleep regulations with Licensee, Paralel Davis and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed infant safe sleep log and provided an example of a sleep log to Licensee. LPA explained and provided LIC 9227 Individual Infant Sleeping Plan to Licensee. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, deficiencies are cited (LIC 809D). An exit interview was conducted, a copy of this report was read and provided to the Licensee. This report shall me made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
