What the inspector wrote

On 11/21/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 9:00 AM LPA met with Marquetta McClure, provided LIC 126 Entrance checklist, and was guided on a tour of the home. LPA observed 3 children in care including 1 infant. Also present in the home was Licensee\342\200\231s husband George McClure. Per licensee there are 5 children currently enrolled. Per licensee hours of operation are Monday \342\200\223 Friday 8am to 5PM. Per licensee there are no children in care requiring incidental medical services in care. Licensee provides breakfast, lunch, dinner, AM and PM Snack. Per licensee, she is not currently providing overnight care or transportation LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), last fire drill conducted 11/5/24, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA also observed Licensee current Pediatric CPR (Adult/Infant /Child) and Adult First Aid certifications expiration date of 4/2025. Per Licensee she did take Pediatric First Aid and will contact facility for an updated card. LPA observed licensee\342\200\231s Mandated Reporter Certificate with expiration date of 5/2026 Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story home in a gated community consisting of three bedrooms, two bathrooms , living room, kitchen, den, and enclosed backyard. Per Licensee areas used by the children include the living room (Day care room) one bathroom, and enclosed backyard. Per Licensees, areas off limits to children and parents include: Three bedrooms (locked), one bathroom, kitchen, and Den. LPA observed baby gates in living room preventing access to off limit kitchen and den. ___________________Page 1 of 3____________________ Per Licensee there are no poisons in the home. Detergents, cleaning compounds are kept in the locked off limit laundry area. Per licensee medication is stored in a locked off limit bedroom inaccessible to children in care. LPA observed a fully charged 2A10BC fire extinguisher with a service tag of 7/24. At 10:00AM LPA observed a functioning combination smoke/carbon monoxide detector on the wall of the daycare living room. The home was observed to have central air and heating for safety and comfort. No Wall heaters were observed. LPA observed a wood burning fireplace in the off limit den area. LPA observed a baby gate in the living room making the fire place inaccessible to children in care. The home maintains working telephone service via cell phone and landline. Per licensee there are no firearms on the premises. Per licensee the living room is the only daycare area. LPA observed adequate toys and age appropriate learning materials. LPA observed cubbies, highchairs, play kitchen, cots and 4 cribs. 4 Infant mattress were observed to be firm with tightly fitted sheets with no loose objects or bumpers hanging, or attached to the cribs. Per licensee all sheets and blankets are washed by Licensee daily. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored in a high kitchen cabinet inaccessible to children in care. Per Licensee no outside food is permitted in the home. Bathroom children use is located in the hallway next to the living room and was observed to be clean and free of hazards. Per licensee potty training is provided. LPA observed children\342\200\231s potty in restroom. Outdoor play area in the backyard is fully enclosed with no hazards present to children. LPA observed age appropriate toys and artificial turf for cushioning. Per Licensee there is a pool on the premises located half a mile from the residence in the community center. LPA will document pool observance on a separate 812. Staff records were reviewed and observed to be complete. LPA reviewed 3 children\342\200\231s file all were observed to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Marquetta McClure, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS. No deficiencies were observed during today\342\200\231s inspection. 1 Technical Violation is being issued for Pediatric First Aid Exit interview conducted with Licensee Marquetta McClure, and notice of site visit were provided.
