What the inspector wrote

On 8/18/2022 Licensing Program Analyst (LPA) Isabel Ortega conducted an unannounced annual random site inspection. The LPA met with facility Administrator Kelly Magallanes who guided the Analyst on a tour of the facility. Upon arrival LPA observed 69 children in care and 19 Staff. The operating hours of the center are Monday through Friday from 6:30 a.m. to 6:00 p.m. This is a preschool center utilizing four classrooms for child care. The center offers full day and half day enrollment schedules. The inside and outside of the center were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. The LPA observed individual cubbies with children\342\200\231s names. Children are provided with cots for nap time and blankets are send home weekly for washing. The floors and area rugs are kept clean and safe. Disinfectants, cleaning solutions, and other items that are dangerous to children are inaccessible to children. Age appropriate sinks and toilets were inspected for availability and good repair. All toilets, hand washing facilities are in safe and sanitary operating condition. Toilet paper and paper towels were observed inside the restrooms. First Aid supplies were observed. Smoke detectors, carbon monoxide detectors and fire extinguishers(serviced 10/21/2021)were observed and in operable condition. Fire and disaster drills are conducted at least once every six months and logged(last emergency drill was conducted August 2022. The facility utilizes the school office to isolate sick children. The center provides breakfast, lunch and afternoon snack. A menu is posted inside the classrooms, in the kitchen preparation area and in the main parent lobby. Trash bins with tight fitting lids for solid waste were observed. Filtered drinking water is readily available inside each classroom and during outdoor play. Filtered water containers are utilized to served water in disposable cups and individual drinking bottles. The kitchen, food preparation and storage areas are maintained clean. There were no bodies of water observed in the playground area. The outdoor playground was inspected and was observed to be free of hazards, loose and sharp parts. There is an outdoor shaded area for play. The playground was observed to be properly gated all around. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Children and staff files were complete with all required licensing forms. The facility roster was up to date. The sign in and out sheet was observed inside each classroom. All staff have been fingerprinted and associated to the designated license number. The center staff is currently certified in pediatric CPR and First Aid. Mandated Reporter training certificates are current. The facility had all the required licensing forms posted. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicants must meet requirements as a precondition to licensure. Existing licensees must meet requirements by March 30, 2018. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com .
