What the inspector wrote

Licensing Program Analyst (LPA) Tatiana Bickham conducted an unannounced case management inspection on 08/20/25. LPA arrived at the facility at 2:20 PM and met with Acting Director Marelyn Morales and Acting Assistant Director Myra Tova, Principal, who guided LPA on a tour of the facility. There were 74 children with 8 staff present upon arrival. The purpose of this visit was to follow up on a reported incident submitted to the Regional Office concerning children being changed in classrooms equipped with video cameras. LPA met with the Acting Director and Assistant Director, who confirmed that following water play or swim activities, children had been changed inside the classrooms where cameras are installed. According to the Acting Director, this procedure has since been revised to ensure greater privacy for the children. Children are now being changed inside the restrooms. LPA interviewed staff members, who corroborated that children were previously changed in classrooms but are now changed in restrooms. Staff also reported that they do not have access to camera footage. According to the Director, water play and swim activities occur only during the summer months, from June through August. The Director stated that only live camera feeds are accessible from the office, with no ability to review past footage. The live feeds are displayed on a monitor in the office, showing each classroom, the parking lot, and the outdoor yard in real time. LPA observed in the parent handbook a section stating there Page 1. are security cameras located inside of the classrooms. Per Director, parents are permitted to enter the office and observe their child's classroom via the live feed if they wish. The Director confirmed that only the Licensee has access to both live and recorded footage. Additionally, the cameras installed throughout the facility do not record audio, and recorded footage is stored on a DVR system for approximately 7\342\200\22310 days before being automatically overwritten. LPA informed Acting Directors, best practice is to continue to change the children in the restrooms after water play and swimming. There were no deficiencies cited during today\342\200\231s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Acting Director. Page 2.
