What the inspector wrote

On April 8, 2026, at approximately 10:00 AM, Licensing Program Analysts (LPAs) Janet Gil and Jeanine Lipsey conducted an unannounced annual inspection. LPAs met with Director Anna Shirokova and explained the purpose of the inspection. The facility operates Monday through Friday from 6:30 AM to 6:30 PM, with extended care available. At the time of inspection, there were 46 preschool children present with 9 staff members, including the director. The facility was operating within its licensed capacity and maintaining appropriate staff-to-child ratios at the time of inspection. LPAs and the director inspected indoor and outdoor child care areas for health and safety hazards. The preschool program operates in three classrooms. Classrooms were observed to be clean and equipped with age-appropriate toys, materials, and furniture. Children’s personal belongings were stored in labeled cubbies within each classroom. LPAs observed sufficient cots for preschoolers were available for all children in care. Per the director, parents take blankets and sheets home weekly for laundering. The facility is equipped with a fire alarm system installed throughout the building. LPAs observed facility to not have a carbon monoxide detectors in any classroom. A Type B citation is being issued on this day in accordance with the California Code of Regulations, Title 22. Per director, she believed the alarm was dual for smoke and carbon in the ceilings. LPAs informed the director, the alarms were only smoke detectors. The main office and classrooms have an accessible first aid kit. Multiple fire extinguishers were observed on site. Poisons, cleaning solutions, and other hazardous materials are stored in inaccessible area, in higher cabinets. Continue on Page 2... Continued, Page 2... The facility provides food services. Menus are properly posted in each classroom by the entrance. Drinking water is available to children indoors and outdoors with individual water bottles and water pitchers. The outdoor play area is fully enclosed and equipped with age-appropriate toys and materials that were observed to be in working condition. LPAs observed an accessible Rose Bush with thorns. A Type B citation is being issued on this day in accordance with the California Code of Regulations, Title 22. No pools, spas, or other bodies of water were observed in the day care areas. LPAs observed a posted Outdoor waiver in the main office. Children are signed in and out through the Bright Wheel App by the front entrance of the facility. During the inspection, all children were properly signed in. The facility’s license documentation and required postings were properly displayed and available for review inside the main office. The preschool program conducts monthly emergency drills. The last documented disaster drill was conducted on February 13, 2026. Per director, she was out in March and the drill last month was not conducted. LPAs reminded director drills can still be conducted by other present staff. LPAs reviewed 8 children’s files and 7 staff files. All children’s files were complete. At least one present staff has CPR and First Aid certification. Staff files also contained proof of required immunization, which were made available for review. Multiple staff were observed not to have Mandated Reporter Certification. A Type B citation is being issued on this day in accordance with the California Code of Regulations, Title 22. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completed certificate on file. LPAs encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Three Type B deficiencies are being issued on this day in accordance with the California Code of Regulations, Title 22. Please refer to LIC 809D pages. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the director, Anna Shirokova.
