What the inspector wrote

On 4/25/2024 Licensing Program Analyst (LPA) Isabel Ortega met with facility Site Director Amanda Rockford and conducted an Annual Random inspection. LPA toured and inspected the facility in accordance with the facility sketch. During inspection LPA observed 19 children and 2 staff providing care and supervision. Facility Operates in two classrooms referred to as the YMCA of Metro LA/North Valley Darby Before and After School Age Program. The YMCA program is located in two bungalows on Darby Elementary School campus. There are a total of two classrooms, one play yard and two rolling kit totes (snap lock) and utilized for emergency supplies. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage with children\342\200\231s name labeled for children's belongings. The classroom consists of filtered water in a Brita water dispenser for indoor and outdoor use. LPA observed individual disposable cups for children. An isolation area was inspected, which takes place in the classroom with an individual mat and blankets are also available and washed after each use. Children have the option for rest time and quiet time if needed. Age appropriate sinks and toilets were inspected for availability and good repair. Toilets flush properly; toilet and sinks are reachable by the children. Each restroom has adequate toilet paper, hand soap and paper towels available. Restrooms are cleaned, restocked of toiletries and sanitized by staff daily and as needed. Facility operates morning Monday through Friday from 6:30 a.m. to 8:30 a.m. and after school care Tuesday: 1:38 p.m. to 6:30 p.m. and Monday through Friday from 2:38 p.m. to 6:30 p.m. Facility provides one afternoon snack during regular care. Menu and food allergies are noted and posted by the snack area Refrigerator. Facility has all the required licensing forms posted on the board by the entrance to the classroom. First Aid supplies, smoke detectors, carbon monoxide(tested at 3:09 p.m.) and fire extinguishes(serviced 4/07/2024 yellow tag observed) were found to be in operable condition according to fire marshal standards. Trash cans with tight lids were observed. Snacks were inspected, and are properly labeled, stored, and within expiration date. Refrigerator is clean and operating at the proper temperature, and there is hot running water in the snack preparation area. The kitchen area is adequately equipped, clean, and free from hazards. Cleaning supplies are out of reach of children(a secured child safety latch was observed). Emergency Drills are conducted every sixth month last drill was conducted and documented on 03/19/2024 at 2:38 p.m. The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Climbing structures other play equipment were found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Children are provided with filtered water in a Brita dispenser and disposable cups are available a (cart utilized for transport). Facility also has two emergency kit tote bags. The facility provided lead testing results under 5.5 ppb, which are the allowable exceedance tested on 12/13/2022. There is adequate shade area for rest. The playground is well fenced all around, and no bodies of water observed in the outdoor play area. Facility maintains adequate teacher child ratio. Care and supervision were evaluated and determine basic needs of children are appropriate and are being met. The parent board was reviewed and has all the required forms posted accessible to parents. Children's records were reviewed for completeness. Health History, Emergency contact and Medical Exams; Immunization Records are all in the children's file. The facility roster was up to date and all staff have been fingerprinted and association to the designated license number. The Director and Staff are currently certified in Pediatric First Aid and CPR which does not expire until 09/10/2025. Child Care Provider Mandated Reporter (AB1207) training is dated 03/09/2024.
