What the inspector wrote
On January 16, 2026, at approximately 11:40 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with the administrative assistant Sheri Decker and the director, Toni Intenzo, and explained the purpose of the inspection.
Hours of operation are Monday to Friday 7:30 AM to 5:30 PM. Present during inspection included 17 preschool children with 7 staff members (including director and administrative assistant). The facility is operating within capacity requirements and ratios at time of LPA's inspection.
Facility operates out of Concordia Christian School. LPA inspected the facility indoors and outdoors for health and safety hazards. The program operates out of 4 classrooms: "Red Classroom", "Green Classroom", "Yellow Classroom" and "Orange Classroom". Per director, orange classroom is not in use at this time due to low enrollment. LPA observed classrooms to be clean, equipped with age appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with child safety outlet covers. Storage for children's belongings are located inside each classroom, labeled with each child's individual names. LPA observed classrooms have enough sleeping mats available for all children in care. Per present staff, parents take home and wash blankets/sheets weekly.
The LPA observed facility has an installation of a fire alarm system throughout the entire building. LPA observed dual smoke and carbon monoxide alarms. LPA tested alarm in the red classroom, which was observed to be working. The facility has multiple fully stocked and accessible first aid kits located inside the classrooms. The facility has multiple fire extinguishers. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children on the facility's high shelves.

LPA observed children's bathrooms located inside each classroom to be clean and in proper working condition. Facility does not provide a food service. Per director, parents or authorized representatives provide lunches. Water is available to children indoors and outdoors with children's water bottles.
LPA observed multiple(4) enclosed and designated outdoor play areas. The outdoor areas are fully enclosed and has age appropriate toys and materials that were in working condition. LPA observed play structures to contain tanbark underneath. LPA observed no pools, spas, or bodies of water in day care areas. LPA observed a sandbox that was properly covered.
Children are signed in and out of the facility through the Bright Wheel App System. All children were signed in correctly during LPA's visit. The facility has license documentation and information properly posted and available for review. The preschool program conducts drills every month with school. The last disaster drill(for a fire) was on 12/17/2025.
LPA reviewed 10 children's files and 4 staff files. The children's files were complete. The staff files were complete. All teachers have a valid CPR/First Aid certificate that is current. All staff have a current Mandated Reporter Certification on file.
Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.
The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at

. LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at

The director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
