What the inspector wrote
On April 16, 2026, Licensing Program Analyst (LPAS) Calloway and Avalos made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPAS met with Josephine Britto facility director as the representative who granted access. LPAS and representative toured the facility inside and outside. LPAS observed six (6) infants in care two were napping and four were active and two staff. Children ages are 1-2 years old. The facility is open from 6:00 am to 6:00 pm. Monday-Friday. All employees 18 years or older that are working or volunteering have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Central Index Clearance and are associated with the facility.
Physical Plant:
The required postings were present on a visible parent wall near the front entrance. The sign in/out sheets are paper and legible. The classroom is clean and safe, the telephone service, heating, ventilation, and lighting are adequate. The staff/ child ratios were observed to be compliant; The daily schedule, and activities were posted. There are cubbies for children's belongings that are labeled with their name. LPAS observed seven high chairs, five cribs, mats, changing table, and a cabinet with diapers all labeled with the children’s names. The furniture, books, equipment, toys, and materials were appropriately aged and in good condition. There were activity rugs inside the classroom for play, and the representative stated the rugs are cleaned once a month. The drinking water is available inside the classrooms in the form of water pitcher and personal water cups, and the representative stated the cups are taken home daily and the bedding is stored separately and washed .
weekly. First Aid Kit was inside the classroom inside a cabinet inaccessible. There is no Emergency Survival Kit but there are food and water stored in the kitchen. The trash cans were observed with secure lids and the temperature inside the room was comfortable. Representative stated the fire extinguishers, ceiling sprinklers, smoke detectors and carbon monoxide detectors throughout the day care center are all operable and were checked during the last fire inspection. Inside the restroom, there is one toilet and one handwashing sink and one outside sink. The representative stated children do not use restroom. LPAS did not observe any accessible hazards and there was soap, toilet paper, and paper towels available. The staff restrooms are in the front near the kitch

There was a small kitchen with refrigerator, freezer, microwave, and sink. The kitchen was clean and there were no accessible hazards observed. The facility provides morning snacks, lunch, and afternoon snacks. The menus are posted inside/outside the class and there is a confidential allergy list posted on the wall. LPAS observed an appropriate amount of food and snacks there was 1% nonfat milk in the kitchen and inside the infant refrigerator there was whole milk for the infants that are transitioning from formula. The staff’s food items were in a separate refrigerator. The chemicals and cleaning supplies are kept separate from the food and are locked in the staff bathroom.
Outside:
Outdoor play equipment was inspected for safety, cushioning material, good repair and is age appropriate. LPAS observed a small plastic play structure securely anchored in the ground with a canopy for shade and artificial turf as a cushioned surface. The playground was observed to be free of debris. Drinking water is available in the form of portable water cups. Representative stated there are no bodies of water on the premises; LPAS did not observe any. The fencing is chain- linked with a private mesh screen and was observed locked and is secure around the entire playground.
Other Review:
Children and staff files were reviewed. Current Pediatric CPR/First Aid (expires: 2/2028) Representative stated transportation is not provided. The infant needs and service plans and napping logs were reviewed and are current. The fire and earthquake drill logs were reviewed and were not current. The child/parent roster was complete with all required information. Representative stated the children are inspected for illnesses as they arrive.
There is a separate isolation area for ill children in the front lobby near the front door. Representative stated, the medications are not provided. LIC 125 form was discussed with the representative.

All representatives are responsible for knowing the regulations when providing care. All employees should know their role and responsibilities of being a Mandated Reporter. All adults 18 years and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a Criminal Record
Clearance or Exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers that were constructed before January 1, 2010, to test their water (used for
drinking and food for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN

LPAS discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at:

sleep as an additional resource. LPAS also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. State law prohibits baby walkers, bouncy seats, exersaucers, bassinettes or any other items that fall into that category. All infants are sleeping on their backs unless specified with LIC 9227 form and no blankets, toys, or pacifiers attached. Conduct 15-minute nap monitoring and a napping log is kept daily for each infant.
Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies cited during this inspection.
Exit interview was conducted and a copy of this report was read, a Notice of Site Visit (LIC 9213), this report, was given to Josephine Britto, Facility Director. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting may result in a $100 civil penalty.
