What the inspector wrote

On 05/23/2024 Licensing Program Analyst (LPA) Andrew Alemoh, met with licensee, Erin Metcalf who guided analyst on a tour of the facility for the One Year Required inspection. Upon arrival LPA observed 10 children in care and 1 staff and the licensee providing caring for them. This is a single story family home w/ 3 bedrooms 2 restroom. Family members residing in the home include 1 adult (licensee, and licensee two minor children). Facility hours of operation are Monday - Friday 7AM-5PM. Incidental Medical Services (IMS) policy was discussed. Physical Plant: Main care is provided in the play room area. There is a safety gate barricading the play room. There are cubbies for children to place their belongings. Safe and age appropriate toys, books play equipment and materials were observed in the playroom area, and outside area. There is a changing table with a clean sink next to it. Cleaning utensils are kept underneath the changing table and was observed to be locked with a safety latch. Tables/chairs were observed, and age appropriate to meet the children's needs. Children sleep on cots in the play room area, parents provide the facility with clean sheets and are returned to parents for cleaning. The FCCH provides water to the children by a water dispenser and or disposable cups. The children use the bathroom located in the hallway on the left. There is a storage closet in the hallway that pertains linens. The off-limits areas are all three bedrooms(per licensee children do not go into the bedrooms), second restroom and the kitchen(barricaded by a safety gate). Laundry room and garage are also off limits and are kept locked during business hours. The home was inspected inside and out for safety, clean and orderly, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds which are kept underneath the kitchen sink, no medications for the children however license medications/vitamins are kept in upper kitchen cabinet and hazardous items (sharp knives are kept in the kitchen in the upper cabinet high enough that they are inaccessible to children). The smoke detector, carbon monoxide detector and Fire Extinguisher (2A10BC) are all in operable condition. Electrical outlets are inaccessible. No recalled and or prohibited toys or sleep/ play equipment were observed on the premises. There is a designated area for ill children as necessary in the living room. Per Licensee, there are no weapon/firearms in the home. The facility sketch is complete and current, there is working telephone (cell). Fire/Disaster drills are maintained current. Last fire disaster drill was completed on 04/22/2024. Day care roster observed and maintained current. LPA observed the fireplace in the living room be screened and locked by a safety latch. Bathroom: Toilet and faucet are clean and operable. The shower/tub was free of any shampoos/body wash and prohibited items. Underneath the bathroom sink is locked with a safety lock. Kitchen: Off-limits, barricaded by a safety gate. Sharp utensils, open bottles or alcohol are inaccessible. The home has a clean and fully stocked refrigerator/freezer. Cleaning supplies are underneath the kitchen sink with a safety latch, and is locked during business hours. Breakfast, lunch, and snacks are provided. Licensee stated she currently does have a food program. Naps are provided on cots in the play room. Outdoor: The front yard is off limits. The backyard is completely fenced in with a brick wall. There is a tall tree to shade the day care children. There is a fence separating the chicken house and the tortoise area. There is a friendly dog on the premises, the dog does come in contact when children are present. There is a sandbox in the backyard for children to play, along with an area with turf grass for active play. LPA observed safe and age appropriate play structures and equipment well secured and safe for children. Two AC units in the backyard are barricaded by safety gates. Right side of the home is off-limits and locked during business hours. LPA observed the bbq pit in the off-limits area. Left side of the home is the entrance into the day care where parents drop off, and pick up their children. There is a storage shed in the backyard that is locked during business hours. There are cameras around the property. There is no swimming pool/spa on the premises. Advisory/Other: First Aid kit was observed with supplies readily available in the playroom area, kitchen and the garage. CPR/First Aid expires 05/13/2026. Mandated Reporter expires on 08/2025. LPA reminded licensee; mandated reporter training must be completed every 2 years. Documents Provided and or Discussed: Safe Sleep PIN 20-24-CCP and Individual Sleeping Plan (LIC9227). Licensee currently does have child care insurance. Licensee Erin was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. An exit interview was conducted, a copy of this report was reviewed and provided to licensee along with the appeal rights.
