What the inspector wrote

On 6/22/2023 Licensing Program Analyst Isabel Ortega met with facility Director Claudia Reyes and conducted an Annual Random inspection. LPA toured and inspected the facility in accordance with the facility sketch. At time of entry LPA observed 7 infants and two staff providing care and supervision. There are a total of two classrooms utilized for infant care referred to as the Infant Toddler and Toddler Classroom (utilized for two hours). Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage with children\342\200\231s name labeled for Infants\342\200\231 belongings. Facility was built in 2016, which is exempt from January 1, 2023, lead testing regulation. Each classroom has igloo containers filled with filtered water (Pure Life 5 gallon jugs observed in the kitchen) available for children. A water dispenser was also observed in each classroom, children are provided with individual bottles and or disposable cups to drink water. Bottles brought from home daily are utilized for infants on formula or/and breast milk (bottles are labeled). An isolation area was inspected, which takes place in the Directors office (a mat is available if needed). Infants are provided with individual cribs and toddlers are provided with mats for nap time. Facility is located on Olive View Hospital, hospital provides sheets, blankets are provided and washed by parents weekly. LPA observed an appropriate changing table and sink meeting Title 22, Regulations (sink is arm distance from changing table). Chemical are kept inaccessible to children. Facility operates Monday through Friday from 6:30 a.m. to 6:00 p.m. First Aid supplies, smoke detectors, carbon monoxide and fire extinguishers were observed and in operable condition. Trash cans with tight lids were observed. The center provides two snacks for children enrolled. When children are present after 5:00 p.m. a third snack is provided. Food was inspected, and it was properly labeled, stored, and within expiration date. Refrigerator is clean and operating at the proper temperature. There is hot running water in the food preparation area, it is adequately equipped, clean, and free from hazards. The facility\342\200\231s custodian cleans, disinfects and restocks restrooms with toiletries daily. Emergency Drills are conducted monthly last drill was conducted and documented on 5/30/2023 at 10:00 a.m. The fire extinguisher (2A10BC) is reading in green and meets the Fire Marshal codes and standards. Food allergies are posted in each classroom, food preparation area(kitchen) and in the front office. Menu is posted visible to parents also snack menu is provided at enrollment and available upon request. The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Climbing structures other play equipment were found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Children are provided with filtered water with disposable cups during outdoor play. There is adequate shade area for rest. The playground is well fenced all around, and no bodies of water observed in the outdoor play area. During the inspection LPA observed adequate teacher child ratio in each classroom. Care and supervision were evaluated and determine the basic needs of children are appropriate and are being met. A review of the sign in/out sheet was conducted to verify the current census of children. The parent board was reviewed and has all the required forms posted accessible to parents. Children's records were reviewed for completeness. Health History, Emergency contact and Medical Exams, LIC9227 Infant sleep plan and infant 15-minute checks were observed, Immunization Records are all in the children's file. The facility roster was up to date and all staff have been fingerprinted and association to the designated license number. The Staff are currently certified in Pediatric CPR/First Aid which expires on 3/20/205. The following Incidental Medical Services (IMS) were discussed. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. All staff and Director provided the Mandated Child Care Provider (AB1207) certificate dated 7/02/2021. Upon hired date all staff are required to be immunized and show proof of immunization records according to Title 22 regulations. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required.
