What the inspector wrote

On March 17, 2022 at 9:15 AM, Licensing Program Analysts (LPA) Dean Thompson conducted an unannounced Annual/Random Inspection. LPA met with licensee Limor Bitton and informed the licensee the reason for the inspection. Covid pre-screening questions were asked to make sure no one inside the home has tested positive for covid or have any flu like symptoms. Licensee gave LPA a tour inside and outside of the home. During the time of inspection there were 12 children in care and two adults.. LPA observed required licensing documents mounted on the wall inside the day care. Mandated reporter is current with an expiration date of 1/21/2023. Licensee CPR certification is current until 12/2023. The licensee uses a converted garage, one restroom, and a separate back yard for the day care. The day care has it's own entrance on the side of the home to the facility for parents to enter. There were no toxins or hazardous material accessible to children in care. Fire and earthquake drills are being logged and viewable. Last fire drill was conducted in January 2022. LPA viewed a 2A10BC fire extinguisher that was purchased/serviced on 8/12/2021. There are firearms and ammunition inside the home located in a safe where children do not have access. There are bodies of water on the property that is not accessible to children in care. During the inspection, LPA reviewed children files, all files are current. Licensee advised there were no children in care that required Incidental Medical Services. Children have access to toys that are age-appropriate inside and outside the home. Outside play area is gated and is locked. Continued on 809-C To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
