What the inspector wrote

On October 15, 2025 at 10:20 AM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced Required- 3 Year inspection. LPA met with licensee Limor Bitton and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were zero children in care at the time of the inspection and 3 adults in the home (licensee, son, and cleaner). LPA observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are being documented every six months. Last drill was conducted on 7/1/25. Fire extinguisher 3A40BC mounted on the wall inside the school room was last purchased on 8/13/2025. Fire and carbon monoxide detectors were tested at 2:10 PM and found to be in working condition. Children in care have access to 1 room, one restroom, and 1 side back yard. Fireplace inside the living room is off limits and inaccessible to prevent access by children. Kitchen is off limits to children and knives were put away in locations out of reach of children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of bicycles, scooters, and activities. There are no ammunition located on the premise. The home contains an in ground pool. There were no children present at the time of inspection and licensee states she has not received the new pool safety regulations. Due to missing items, such as fence, life hook, and life ring, a type B deficiency was cited. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. LPA reviewed five out of five children files. All children files were current. Licensee CPR/first aid is valid through 3/26/2026. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee\342\200\231s mandated reporter certification is valid through 08/12/2027. Continued on 809-C Licensee was reminded that assistants CPR and first aid is expired. Licensee will need to be present with the children at the premise at all times when assistant is on premise working. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Limor Bitton, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There was one type B deficiencies cited during today\342\200\231s inspection. And Appeal rights writes were given. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee Limor Bitton.
