Inspector’s narrative

What the inspector wrote

On 2/25/2026, Licensing Program Analyst (LPA) V. Wheatley arrived to the facility for the purpose of conducting an investigation. LPA met with licensee Saroja Basnet and explained the purpose of the inspection. LPA toured the home inside and outside. LPA observed 12 children on the premises. During the inspection, LPA reviewed the children's names and date of births. It was discovered that there are 5 infants on the premises today. The licensee is operating out of ratio. The maximum number of infants allowed with 12 children are four infants. This is a Type A violation according to Title 22 Regulations. See LIC 809D. An exit interview was conducted. A copy of this report was read and provided to the licensee. A Notice of Site Visit was provided and will be posted for 30 days.

  • STAFFING RATIO AND CAPACITY

    102416.5(d)(1) Staffing Ratio and Capacity- For a Large Family Child Care Home, the maximum number of children for whom care may be provided at any one time when there is an assistant provider in the home, including children under age 10 who reside at the licensee's home and the assistant provider's children under age 10, shall be : (1) Twelve children, no more than four of whom may be infants. This requirement was not met based on LPA's observation, interview, and record review, the licensee did not comply with the section cited above. LPA observed 5 infants on the premises. The maximum number of infants allowed with 12 capacity is 4 infants. This is an immediate risk to the health & safety of children in care.
