What the inspector wrote

On 10/13/2022 2:05PM, Licensing Program Analyst (LPA) Denise Miranda, conducted an unannounced Annual Required Inspection for the School Age Day Care Center. LPA met with Cassidy Barnes, Teacher/Designated of Facility Responsibility. LPA informed the purpose of the visit. Cassidy, guided LPA and tour the facility indoors and outdoors. At 2:34pm, LPA met Karen Beninati, Director and inform the purpose of the visit. Facility checklist (LIC 125) provided to the Director. Per Director Days and hours of operation are Monday-Saturday 8AM \342\200\223 5:00 PM. Upon entering, LPA observed the School Age Day Care Center is located on the last room of the facility. During this inspection, Karen Beninati, Director/Licensee provided a copy of LIC200A application updated for her hours and days of operation. This center is a combination center ( preschool facility with a toddler component, infant center and school age center) housed on one site with physical indoor separation for each facility. LPA observed no school age present at this time. However, preschool facility was using the space that belong to the School age. LPA observed 11 preschooler children with one full qualify teacher eating their lunch at the school age facility. LPA informed to Cassidy, that as soon children finished their lunch, teacher shall move them back to the preschool facility. LPA advised that only School-Age children are allow to use the school age location. Per Cassidy, the facility of school-age is open but no enrolled at this time. Director/Licensee provided a declaration, that she understand the school age facility can be use only for school age children. The department has granted a shared outdoor activity space; waiver and license posted in a pertinent area. LPA observed the waiver been posted by the license certificate. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. No poisons were observed during the inspection. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Infant care, has one toilet and hand washing sink are in safe and sanitary operating condition. Floors in the facility are clean and safe. The kitchen, and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Per Director, Facility lunch and snacks. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Director has a currently trained in CPR and Pediatric First Aid, that will be expire on 10/29/23. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Director was advise that one sign in and out per facility program. Facility maintains a ratio of one teacher supervising no more than 4 infants in care. LPA was unable to review children\342\200\231s file, due no children in care during this visit. LPA was unable to reviewed staff files due no staff present or assigned for the school-age program. Criminal Record Statement Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. Regulation and Procedures for Child Care Centers Sections 101173 and 101226. - A re not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm LPA, discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Lead Poisoning Facts, Forms and Regulations. LPA, Miranda conducted 2:59PM staff interview with Director during today's visit. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Exit interview conducted and report was reviewed with Director/Licensee. Report, Appeal Rights and Notice of Site Visit were given to Karen Beninati, Director.
