According to witnesses interviewed during the course of the investigation, children from the preschool and infants are commingled mostly upon pick up when there are a few children left. Based on the information obtained through observations and interviews, the allegation is substantiated. A substantiated finding means that the complaint is substantiated and the allegation is valid because the preponderance of the evidence standard has been met. See deficiency page (LIC9099-D).
