What the inspector wrote
On 4/21/2026, Licensing Program Analyst (LPA) Ranita Richmond conducted an unannounced visit to the above-named home. The reason for the visit is to conduct the Required 3-year Inspection. LPA was greeted by licensee Monica Anderson. Teenage daughter was home during inspection. LPA observed 4 children, being supervised and cared for by licensee. Hours of operation are Monday through Friday, 8:00am –5:30pm. Licensee is not open for overnight and weekend care. Licensee provides water.
LPA Richmond toured the home inside and outside for a Health and Safety inspection.
LPA Richmond confirmed that the home is a single story home, with a second floor attic/office space. The home consists of four bedrooms, two bathrooms, living room, kitchen, dining room, family room, bonus room, attached garage, and fenced front and back yard.
The ON LIMIT AREAS are as follows: Bedroom #1, bathroom #1, bonus room (in front of the house), and fenced front and back yards.
The OFF-LIMIT AREAS are as follows: kitchen, bedrooms # 2, #3 and #4, and family room, dining room, bathroom #2, and attached garage.
Children and parents enter the home through the front door. Upon entry through walkway to the left on the right side is two bedrooms and one bathroom. On the left is the Livingroom. Straight ahead in the living room is bedroom #1. Inside bedroom #1 to the right is a doorway that leads to the kitchen. To the right of the living room is the dining room. Through the dining room straight ahead is the family room. Inside the dining room to the right is a door that leads to the master bedroom and master bath. Inside the dining room to the immediate left is a doorway that leads to the kitchen. Inside the dining room to the right of the kitchen is a door that leads to the attached garage. Inside the family room is a double glass door that leads to the gated back yard. Inside the family room is a staircase that leads to the attic/office.

Licensee is aware that the children must nap, toilet, and have meals in the home.
LPA Richmond observed a fully charged 3A:40B:C Fire Extinguisher in the kitchen. There are screened fireplaces in the living room and dining room. Fire drill completed and documented on 11/21/25.
There are no firearms or ammunition on the premises. There are no pools, ponds or other bodies of water on the premises.
LPA Richmond observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts.
LPA reviewed 4 children’s files and observed them to be in compliance as they contained current contact information for authorized representatives and/or relatives who can assume responsibility for the child, and authorization for medical treatment, signed Parent’s Rights.

aid/cpr completed on 8/16/25. Mandated training completed 8/12/25.
Licensee has a dog that is housed outside in the gated backyard during daycare hours. Dog is a black Chow age 7 years of age.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at:

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) are not currently being provided.
Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.
LPA Richmond informed applicant of the following:
o
There is an effective 24/7 ban on smoking tobacco in a home that is licensed as a family day care home, and in those areas of the family day care home where children are present.
o
Children and Staff records must be maintained and updated as needed and must be available for review by the Department.
o
Saucer chairs, bouncers, walkers, or any similar items are prohibited.
o
All adults living and working in the home shall be made of aware of the Departments right to inspection authority, which includes but not limited to the right to enter the home when children are being cared for, interview children and adults and review documentation.
o
LPA provided and advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at:

No Deficiencies were cited today, per Title 22 Regulations and Health and Safety Codes.
An exit interview was completed with licensee Monica Anderson. A copy of report was read and provided to licensee.
Notice of Site Visit provided and required to be posted for 30 days.
