What the inspector wrote

On July 28, 2022 Licensing Program Analyst (LPA) Doris Whitmore met with Director Elaine for the purpose of an unannounced Annual Random inspection. Infant Care hours are from 7am to 6pm Monday through Friday. Upon arriving at the Infant facility LPA observed infants being supervised in 2 different classrooms. At the time of inspection there was a total of thirty-two children. PA Outside reception area LPA observed sign/sign out sheets in each classroom. Facility is operating within capacity limitations. LPA Whitmore toured the facility, all identified rooms per facility sketch were inspected, the following was observed. A walk through of the infant & Toddler programs was conducted, infant& Toddler rooms were found to be clean and free from any potential hazards. LPA observed age-appropriate toys in each classroom. Toys were inspected for safety, no loose parts, sharp edges or splinters. LPA observed infant changing stations to be in sanitary condition, sinks attached, available storage and equipped with 1-inch-thick washable padding. No highchairs were observed, facility use infant small feeding tables for feeding infants and activities. LPA observed separate sleeping area for infants with sufficient infant cribs in sleeping room. All cribs were inspected and found in good repair, free of any hazards, and with adequate space allowing for entry/exit from napping space. Upon entry to the classrooms. LPA observed individual trays with their name on it for food and bottles. Furniture was found to be in good repair and age appropriate. No baby walkers and bouncers are on the premises. There is adequate heating, lighting and ventilation. Drinking water is readily available in the classroom . Infants have individual bins for extra clothes, and diapers. Infant Daily logs are used for daily communication with parents. Director states that the isolation area for sick infants is located in the Director's office. Parents are notified when an infant is sick or ill. All Cleaning supplies are out of reach to the children and is stored separately in classroom. Inspection of the outdoor play area was conducted. Play equipment was inspected and found in good repair. Infants use separate play area from preschool and toddler programs. Drinking water is readily available for the infants. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves. LPA inspected area for hazards, safety and age-appropriate play equipment. LPA reviewed a total of 10 children files with all required documentation and a total of fourteen staff files that had required documentation. LPA spoke to the Director about the Preventative Health and Safety Class. Mandated Reporter Training Completion was 11/20/20 and First Aid 03/2024. LPA checked the Fire Extinguishers, First Aid Kits, Carbon Monoxide, Smoke Detectors. The following was discussed with the licensee: Mandatory Forms for the children\342\200\231s files and provider\342\200\231s files, Requirements for fire drills, earthquake drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov . Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care . Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov . The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility\342\200\231s phone number at all times ; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises. State law prohibits baby walkers, bouncy seats, exer-saucers and any other items that fall into that category. All infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and that the Provider is required to wash hands after every diaper change and to never shake a baby to prevent the Shaken Baby Syndrome . Only children eating may be in high chairs and that car seats are utilized only for transportation. The ADA requires that child care providers not discriminate against persons with disabilities on the basis of disability, that is, that they provide children and parents with disabilities with an equal opportunity to participate in the child care center's programs and services. Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1 st offense and up to $3000.00 for the 2 nd offense within a 12 month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation The director was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days . If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224). The director was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State\342\200\231s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com Senate Bill 792 : this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit. New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into childcare or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.. The facility was found to be in compliance per Title 22 regulations, Type A and B deficiencies will not be cited today 07/28/2022. A copy of this report along with a Notice of Site Visit were issued and explained to the director. An exit interview was conducted. AB 1207 : Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training.
