medication or aids to physical functioning were made. The following translated and transcribed voice recording confirms the following statements were made. On 8/15/22 at the 03:11:32 mark on the recording, the following statements can be heard: “I will not feed you and will let you to stay hungry, you will see, swallow/eat faster (eat faster). You know like this 3 hour, no one will stay next to you till you eat! You know! Eating like this, no one is free to sit next to you till you eat! Eat! Eat my daughter (baby), Eat faster my daughter.” Child is threatened to have food withheld if she does not eat faster. On 8/15/22 at the 03:29:46 mark: “Who does not sleep, their mom’s will not come after her to pick them up, so sleep, sleep, good job my daughter.” Children are threatened that if they do not sleep, their moms will not come to pick them up. On 8/18/22 at the 00:49:19 mark on the recoding the following is heard: “Go sit on the chair and cry as much as you want.” (LPA did not hear any child crying in the background) “Even I do not want to give water.” (Did not mention any name) “I am going to take you last! Wait and see.” (Did not mention any name). Child is scolded for crying and threatened to have water withheld. Based on the information obtained throughout the course of the investigation, the allegations that provider(s) threaten day care children and provider(s) inappropriately discipline day care children are substantiated: A finding that the complaint is substantiated means that the allegation is valid because the preponderance of the evidence standard has been met. The facility is being cited today, 11/14/2022. The following deficiencies are cited per California Code of Regulations, TITLE 22: Type A 102423(a)(4) LPA Ornelas informed licensee Mariam Grigoryan that this report dated 11/14/2022 documents 1 Type A citation 102423(a)(4) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Additionally, LPA Ornelas informed the licensee to provide a copy of this licensing report dated, 11/14/2022, that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
