What the inspector wrote

On 6/11/2024 Licensing Program Analysts (LPA), Suzette Ornelas conducted an unannounced Annual Required Inspection. LPA were met by Licensee, AZATUHI ARAKELIAN , who guided LPA on a tour of the home. Days and hours of operation are Monday through Sunday 8am-10pm. LPA toured the home inside and outside and a census was taken. LPA observed 2 day care children and 2 adults. Capacity as specified on the license is being maintained. Current facility sketch reviewed, and Licensee confirmed that the home consists of 2 bedrooms, 1 bathroom, living room, dining room and kitchen. There is a detached structure to the rear, right side of the property which includes a family room, kitchen, 1 bathroom and 2 bedrooms. Both structures are part of the same address. Children will primarily utilize the rear detached structure; however, they will have access to the main home and will nap in the living room of the main home. There is a covered patio area. Main care will be provided in the rear structure and they will have free access with the exception of the center bedroom. Children will have access to the main home and will use the living room/dining room area and the bathroom. Off limit areas in the main home include the 2 bedrooms and kitchen. Children will play in the back yard which is fenced. The required fire extinguisher (2A-10BC) was serviced on 02/11/2024. Carbon monoxide detectors and smoke detectors are in operable condition and tested by licensee. Facility provides daily meals for the children. Licensee has posted as required the License, and all other required postings in a visible location. Per licensee, living room space in the detached activity room will be used as the isolation area. There are no firearms or ammunition on the premises. The outdoor play area in the backyard is fenced and there are no hazards to children present . Home does not have a swimming pool. There is no fireplace located in the home. Pg1 There is currently 0 infants in care. Per licensee she does not care for children under 2 years old. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. LPA reviewed 5 children's records and observed records were complete. An emergency fire/disaster drill has not been completed and documented within the last 6 months. Licensee and Assistants pediatric CPR/First Aid is current. A review of records indicates that all employees and/or volunteers have immunization records on file. Licensee and assistants have not completed the Mandated Reporter Training within 2 years due to language barrier. LPA provided guidance on completing the training with translation assistance if possible. All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Pg2 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPAs and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, 1 type B deficiencies is being cited. This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, AZATUHI ARAKELIAN. Pg 3
