What the inspector wrote

On 9/8/2022, Licensing Program Analyst (LPA) Lillian Casillas conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Director, Anthony Garcia, and toured the indoor and outdoor of the facility. Days and hours of operation are Monday through Thursday, 7:30am to 5:00pm, and Friday from 7:30am to 4:00pm. LPA observed 2 children and 2 staff members present during this inspection. LPA verified that all adults present in the facility have obtained criminal record clearances and are associated to the facility. LPA also reviewed the sign in/sign out sheets to verify the census. A walk through of the room space was conducted, the space was found to be clean and free from any potential hazards. The indoor area is one large room with separate learning sections such as the dramatic play area, science area, writing desk area, art area, manipulatives area, and blocks area. The kitchen, children's bathroom, office, and staff bathroom are located within this large area. Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Isolation area for sick students is in quiet area/library. The bathroom and toileting areas were inspected, LPA observed adequate toilets and sinks to accommodate the facility\342\200\231s capacity. LPA observed 2 toilets and 2 sinks. The kitchen is made inaccessible by a door with a lock. LPA observed child safety latches on the lower cabinet doors. Children bring their own lunches prepared from home. The facility provides am/pm snacks. LPA observed a menu posted. Food preparation area was toured for safety, cleanliness and proper equipment. [CONTINUE ON PAGE 2] PAGE 2 The outdoor play area is fully enclosed by a tall gate. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. This area is safe and offers shade and plenty of children's toys and play equipment. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility has 2 functioning fire extinguishers, 1 smoke detector, and 1 carbon monoxide detector that meet statutory requirements. Facility was observed to be operating within the conditions, limitations, and capacity specified on the license. All staff is trained in CPR and Pediatric 1st Aid (expires on 12/2022). The name of the child care center director or fully-qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. LPA reviewed a sample of children\342\200\231s files and observed files were complete. LPA reviewed all staff files and observed files were complete. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Incidental Medical Services (IMS) are not currently being provided . Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Exit interview conducted and report was reviewed with the Director, Anthony Garcia.
