What the inspector wrote

On 5/2/25, at 1PM, Licensing Program Analyst (LPA) Joe Katrdzhyan and Licensing Program Manager (LPM) Rita Ramos conducted an Unannounced Required \342\200\223 3 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Hajra Abbasi who guided the LPA and LPM on a tour of the facility. Adults in the home were discussed, however LPA and LPM observed two adults present in the licensed family child care home without a criminal record clearance. There were 3 day care children present, which are the Licensee's own children. Licensee states that there are currently zero (0) children enrolled. Per licensee, the facility\342\200\231s hours of operation are Monday - Friday, 7AM - 6PM. Emergency Disaster Plan and License were posted at the time of inspection. Disaster drill log was not available during today\342\200\231s inspection . This is a single story home in which Licensee's own admission, construction occurred in 2021 which was not reported to the Department. LPA and LPM observed at least 6 room additions which were not noted on the original licensed facility sketch. LPA and LPM observed that Licensee added a chicken coop with hens and chickens. Per Licensee, all spaces and rooms are accessible to children if there were children in care. LPA and LPM observed knives located inside the kitchen and personal items in the bathrooms left accessible to children in care. Although Licensee stated that there are no children enrolled, LPA and LPM advised Licensee that their own children under the age of 10 are included in the licensed capacity. When touring outdoors, LPA and LPM observed a heater, fire pit, electrical cord, paint, gardening tools, lighter and cleaning chemicals left accessible to children in care (pictures were taken). LPA and LPM also observed a trailer in the outside activity area which is being used as an office. LPA and LPM did not observe any gates or barriers separating this facility from the facility located in the bac k, BEGUM FAMILY CHILD CARE # 197494350. Pg. 1 of 2 Due to time constraints, a continuation visit will take place at a later time to address additional deficiencies and inspection conducted on today's date of 05/02/25. However, during today's visit, the following Type A deficiencies and civil penalties are being cited and addressed; LPA and LPM observed two adults present in the licensed family child care home without a criminal record clearance. A civil penalty of $200 was assessed during today's visit. This is a single story home in which Licensee's own admission, construction occurred in 2021 which was not reported to the Department. LPA and LPM observed at least 6 room additions which were not noted on the original licensed facility sketch. LPA and LPM also observed a trailer in the outside activity area which is being used as an office. Per Licensee, all spaces and rooms are accessible to children if there were children in care. LPA and LPM observed knives located inside the kitchen and personal items in the bathrooms left accessible to children in care. When touring outdoors, LPA and LPM observed a heater, fire pit, electrical cord, paint, gardening tools, lighter and cleaning chemicals left accessible to children in care (pictures were taken). LPA and LPM did not observe any gates or barriers separating this facility from the facility located in the back, BEGUM FAMILY CHILD CARE #197494350. The following deficiencies were observed to be in violation of California code of Regulations, Title 22, Division 6 (refer to 809D). Upon receipt of this report, the Licensee shall post the Notice of Site Visit and any Licensing report documenting a type \342\200\234A\342\200\235 deficiency. The report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required, will result in an immediate $100 civil penalty. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement of Receipt (LIC 9224 form must be maintained in each child \342\200\231s file immediately upon receipt from parent. Licensee was provided with a copy of the Acknowledgement of Receipt of Licensing Reports (LIC 9224) Form during this visit. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee and Appeals Rights provided. Pg. 2 of 2
