What the inspector wrote
On 03/30/2026 Licensing Program Analyst (LPA) Brittany Lovest conducted an unannounced Annual Required Inspection at THE ACADEMY AT MANHATTAN BEACH
.
LPA met with Director, Silvia Ruiz. LPA observed 36 children being supervised and cared for appropriately by 5 staff.
The preschool hours of operation are from 7:30am to 5:30pm Monday- Friday.
LPA toured the facility indoors and outdoors for a Health and Safety Inspection. Capacity and limitations as specified on the license are being maintained.
LPA observed the following teacher child ratio
Hermosa Room- 19 children with 2 staff
Redondo Room- 8 children with 1 staff
Manhattan Room - 9 children with 1 staff
Stem Room and Indoor gym are being used on a rotational basis.
All children are under supervision, including visual supervision, of a teacher at all times. The program is in compliance with Title 22 regulations regarding staff to children ratios. Parents sign their children in and out of the facility in the children’s classroom. Children’s authorized representatives use an assigned code to gain access to the facility.
The name of the childcare center director or fully qualified teacher(s) designated to act in the director’s absence has been reported to the Department.

There are no swimming pools, ponds, or other bodies of water on the premises

There are no firearms or ammunition allowed or stored on the premises.
The facility has a large salt water aquariums that holds approximately 400 gallons.
All food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Solid waste storage containers have tight-fitting covers and are in good repair.
Menus are posted one month in advance where an authorized representative can view them. Administration was reminded that copies of the menus as served should be dated and kept on file for at least 30 days.
Families are responsible for providing meals in adequate packing, eg. Ice packs in lunch bags and/or bottles. Facility has a kitchen on site used for storage of milk, water and snacks provided by facility.
LPA Lovest observed fully charged 3A:40B:C Fire Extinguisher throughout the facility. LPA observed carbon monoxide detectors in each classrooms. Additionally, the entire facility has a Pull Fire Alarm system. LPA observed the First Aid Kit and Emergency backpack with children's medication inside the classrooms. LPA reviewed the Disaster, earthquake and fire drill log. Disaster drill log was last completed on 03/23/2026.
All toilets and hand washing facilities are in safe and sanitary operating condition. The floors in the facility are clean and safe. LPA inspected the classrooms and observed age-appropriate toys, books, and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts.
Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment and slides have rubber padding to absorb falls. Drinking water is readily available to the children both indoors and outdoors. Additionally, children bring in their own refillable water cups and is refilled as needed.
LPA reviewed a sample of 6 children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child, medical assessment and other required forms.
LPA reviewed a sample of 6 staff files and observed files were complete with health screening, immunization records and current documentation of completed mandated reporter training. Staff records contain documentation of meeting qualification requirements. LPA reminded Director that Mandated Reporter training, Child Care provider course is required and certificates are to be renewed every 2 years following the date on which the initial or last training certificate was received.

Facility uses an online platform "My Bright Day", to communicate with parents regarding enrollment forms, facility updates and any other information that needs to be disseminated.
Incidental Medical Services – IMS are currently being provided. LPA observed and inspected the areas where the medication is kept. Information regarding

which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Per Title 22, Division 12, Chapter 3, of the California Code of Regulations no deficiencies are cited. Technical Violations issued.
An exit was conducted, a copy of this report was read and provided to Director. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
