What the inspector wrote

On 3/3/2023 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to the Launch Pad Learning pre-school for the purpose of conducting a Case Management - Licensee Initiated inspection. LPA met with Stephen Nordel and Emily Walton. The licensee is request to add a toddler component to the program and increase the centers capacity from 93 to 127 children, consisting of 34 toddlers; ages 1.5 years - 36 months, and 93 . Applicant plans to accomplish the request by using the last 3 sections of the east building for toddlers and adding the added two story building for preschool. There is an approved fire clearance on file conducted by inspector Michael Judkins of the LA County Fire Department, per Inspector Judkins, the two story building code allows for children under the age of 5 years to be on the second floor, the licensee plans to have 3 year old children to occupy the top and bottom level. LPA toured the facility according to the provided facility sketch and measurements were taken of the indoor activity space and the outdoor space for both the toddler and the preschool components. PRESCHOOL OBSERVATION The newly added two story building was inspected for Title 22 compliance and the following was observed. The classrooms were equipped with fire extinguishers of 2A10BC or larger, last inspected 3/1/2023, carbon monoxide detectors were added and there was a hard wired fire alarm system The floors surface's were clean and free of any any hazardous conditions. Furniture and equipment was age appropriate and observed in good condition, free of sharp, loose or pointed parts. All window screens shall be in good repair and free of insects, dirt and debris. Mats for napping were observed in good condition. There were 2 toilets upstairs and 2 sinks; and 2 toilets and 1 sinks downstairs Cubbies were observed for children's belongings. Licensee shall add a gate at the top and bottom of the indoor stair case, and at the bottom of the outdoor staircase. There are 4 existing classrooms : 3 in the main building, rooms 7,8 and 9 and 1 in the east building room 4 and the new added 2 story building with 2 classrooms, numbers 5 and 6, for a total of 6 preschool classrooms. Measurements for the indoor activity space were: 2802.78 divided by 35 square feet= 80 preschool children Measurements for the outdoor activity space were 5271.84 divided by 75 square feet = 70 children. The preschool yard consist of the main play yard and the yard in front of room 4 There were a total of 5 sinks = 75 children, and 5 toilets plus 2 urinals = 105 children TODDLER OBSERVATIONS Classrooms 1,2 and 3 shall be dedicated to the toddler option. The floors surface's were clean and free of any any hazardous conditions. Furniture and equipment was age appropriate and observed in good condition, free of sharp, loose or pointed parts. All window screens shall be in good repair and free of insects, dirt and debris. Mats for napping were observed in good condition. Cubbies were observed for children's belongings. The following measurements were taken: Indoor activity area = 1184.07 divided by 35 square feet for a total of 33 children Outdoor activity area = 1490.40 divided by 75 square feet for a total of 19 children. The toddler yard is located directly outside of room 1 There were 3 toilets, 1 urinal and 3 sinks; two changing tables, one within arms reach of a sink. Licensee plans to relocate the changing table into room 1 near the sink. Based on the above observations and measurements the facility shall be granted a capacity of 33 toddlers and 80 preschoolers, pending an approved waiver and required corrections. An exit interview was conducted and this report was discussed and provided to Steven Nordel - licensee.
