Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Annual/Random Inspection to the above facility. Upon arrival, LPA met with Irma Torres, Licensee and iformed of the purpose of the inspection and provided the inspection Entrance Checklist, LIC 126.. Licensee provided tour of facility. There were 7 children present including one (1) 13 month old infant. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee the hours of operation are Monday-Friday 4:00am - 1:00am. Licensee provides after hour and overnight care. LPA discussed care and supervision requirements for overnight. Also present was Jose Torres, and Lydia Caro, Assistant. All adults present have the required background clearance and are associated to the facility. Individuals residing in the home were discussed and noted. This is facility is a one story, single family homes consisting of three (3) bedrooms, one (1) bathroom, kitchen, living/dining area, enclosed patio and detached garage Per licensee, the areas used by children include: dining room/living room (main daycare area), bathroom (in the hallway), enclosed patio, and backyard. Off limit areas are: Three bedrooms, kitchen, detached garage. The kitchen is made inaccessible by safety gate at entrance to kitchen. The bedrooms were observed to be closed and have safety door knob preventing access to off limit bedroom. The detached garage was observed to be locked. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating. The licensee stated they understand licensing staff may access off-limit areas during inspection visit if necessary. Authorized Representatives of children in care enter home through front door. Posted documents by entrance: Facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. ----------------- Page 1 \342\200\223 Report Continues LPA observed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan, Fire Drill Log, Last drill was conducted on 12/2024. The licensee provides food for children in care. Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicated fully charged and was serviced on 8/28/24. Licensee understands that fire extinguisher needs to be serviced yearly. The home maintains telephone service via cell phone. The home is observed to be clean and orderly. There are age appropriate toys and material available for children. LPA observed that cleaning compounds are in kitchen in lower cabinet with safety lock and inaccessible to children. The bathroom that children use is located in the hallway and observed to be clean and free of hazards. Licensee states that there might be poisons stored in the locked garage inaccessible to children. LPA discussed firearms or weapons should they be stored in the home. An area designated for children who might become ill while in care is in living room, away from the other children. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Children using the back yard for outdoor play. The outdoor play area was observed to be enclosed. LPA observed that the outdoor yard has toys and other materials for children to play with including a two level wood and plastic swing/slide set, which is anchored to the ground with cushioned material under structure. LPA reminded licensee to maintain the equipment in good repair. LP observe a wood telephone/electrical pole on the corner of the play area, the pole has been wrapped with material, making to the wood pole inaccessible to children. The facility does not have a pool or similar bodies of water. Per licensee, there are 2 cats and 1 small dog that are kept separate from children in care. Per licensee, the backyard is cleaned daily prior to children using the space, to ensure there are no hazards, including animal feces from stray cats.-------------------Page 2 \342\200\223 Report Continues Children and staff files were reviewed and found completed. LPA observed completed sleep log and LIC 9225 Sleep Plan for infant in care. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. No deficiencies were cited during this inspection. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders (RSO) living in the facility and LPA completed the RSO search in Megan\342\200\231s Law Website. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Irma Torres.
