What the inspector wrote

During interviews with staff (s1) (s2), staff stated they do not know where the Licensee is and when she is coming back. S2 stated the Licensee left today at 8:00 AM and will not be back today 10/8/24 and may or may not be back tomorrow. Per interview with staff (s1), the facility does not allow parents in the home during nap time. Per S1 they do not want any disturbance while the children are sleeping. S1 stated they allow parents to enter the home any other time but nap time. LPA informed S1, per regulation 102419- Admission Procedures and Parental and Authorized Representative's Rights parents have the right to enter the home without advance notice. LPA discussed with S1 coming up with an alternate solution if the parents want to enter the home and its nap time. LPA Bickham was unable to print report on 10/8/24. On 10/9/24 at 8:20 AM LPA arrived at the home to print the report and provide a copy to the staff. LPA disclosed reason for the visit and was granted entry into the home. Licensee was not present at time of LPAs arrival, Licensee's assistant Leila Fathiasl was present with 2 children. Based on LPA observations and interviews, the preponderance of evidence standard has been met, therefore the above allegations are found to be Substantiated. California Code of Regulations, (Title 22, Division & Chapter number), are being cited on the attached LIC 9099D. The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Licensee assistant, Hanyeh Rahmati. Appeals Rights provided.

This poses a potiental health and safety risk to children in care.
