What the inspector wrote

On 03/06/2024, Licensing Program Analyst (LPA) Lisa Clayton conducted an unannounced Required Inspection for the Child Care Center. LPA Clayton met with Licensee Lisa Perttula. LPA Clayton toured the facility indoors and outdoors and observed 36 children in care, being supervised and cared for appropriately by licensee and 8 fingerprint cleared staff. Facility hours of operation are Monday \342\200\223 Friday, 8:00am \342\200\223 5:30pm. CCC provides water and snack as needed. Capacity and limitations as specified on the license are being maintained. All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios. The CCC uses the BrightWheel app to sign the children in and out which captures the parents full first and last name. There are no swimming pools, ponds, or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area. LPA Clayton observed 3 fully charged 3A:40B:C fire extinguishers and 3 working carbon monoxide detectors (one in each classroom and 3 working smoke detectors (one in each classroom). The CCC has a pull Fire Alarm System switch located in the front hallway. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Clayton inspected the classroom and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition. The surface of the outdoor and indoor activity spaces are maintained in a safe condition and are free of hazards. LPA Clayton conducted a Health and Safety inspection of the food storage area, and all kitchen storage areas are clean, free of litter/rubbish and free of rodents/vermin. LPA Clayton reminded licensee that the open food containers are labeled and dated appropriately. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Clayton reviewed 5 children\342\200\231s files and observed files to be in compliance including current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment. LPA Clayton reviewed 5 employee files which were found to be in compliance with immunization for childcare providers and CPR/First Aid. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT AVAILABLE. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Clayton reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, no deficiencies or technical violations were cited/issued. Licensee will provide LPA Clayton with the Lead Testing results and the required corresponding forms immediately upon receipt. Exit interview conducted, and report was reviewed with Licensee Lisa Perttula. A Notice of Site Visit was provided and must remain posted for 30 days.
