What the inspector wrote

On 9/2/2025 Licensing Program Analysts (LPA), Suzette Ornelas conducted an unannounced Annual Required Inspection. LPA was met by Licensee, ANAHIT OGANESYAN , who guided LPA on a tour of the home. Days and hours of operation are Monday through Friday 7:30a-5:30p. LPA toured the home inside and outside and a census was taken. LPA observed 5 day care children and 2 adults. Capacity as specified on the license is being maintained . All areas identified on the facility sketch were inspected. Licensee's home is a one story dwelling with 2 bedrooms and, 3 bathrooms. Children in care have access to the Day Care Room and the Restroom attached to the Day Care Room. All other rooms are off-limits and made inaccessible by use of supervision, and closed doors. Children have access to the back yard for activities. The Fire Extinguishers (2A-10-BC) is located inside the children's restroom. There is a working smoke/carbon monoxide detector located in the Day Care Room. Licensee reports she has no firearms or weapons in the home. The home has working telephone service and LPA confirmed the phone number is (818) 468-9433 . The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. The First Aid Kit was observed and complete. Per LIS the facility annual fees are current. The facility roster was observed, and current. There are age appropriate toys and napping equipment on the premises. Facility provides daily meals for the children. Licensee has posted as required the License, and all other required postings in a visible location. Per licensee, space in the living room will be used as the isolation area. There are no firearms or ammunition on the premises. Home does have a swimming pool. The fence is at least 5 feet high with a self-latching gate that opens away from the pool or body of water and remains locked during hours of operation. Fireplaces located in the living room and in the TV Room are covered and made inaccessible to children in care. There is curr ently 0 infants in care. LPA provided safe sleep information. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes on ly and are not used for sleeping children. LPA reviewed 5 children's records and observed records were c omplete. An emergency fire/disaster drill has been completed and documented within the last 6 months. Licensee and Assistants pediatric CPR/First Aid is not current . Licensee will obtain Pediatric First Aid CPR and provide proof of completion to LPA. A review of records indicates that all employees and/or volunteers have immunization records on file. Licensee has completed the Mandated Reporter Training within 2 years (2024). All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed Assembly Bill (AB) 2866 (Pellerin), Chapter 745, Statutes of 2024 with Licensee. LPA observed the pool does not meet all requirements in AB2866. Licensee will ensure to obtain a rescue pole with a body hook and minimum fixed length of 12 feet, life ring with a minimum exterior diameter of 17 inches and a pool cover or a pool alarm. LPA informed Licensee that she is to maintain a daily log where she is documenting daily pool inspections ensuring pool safety and compliance. LPA provided licensee with a sample pool log. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPAs and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, 1 deficiency is being cited. This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, ANAHIT OGANESYAN .
