What the inspector wrote

According to Adult 1 (A1) and Adult 4 (A4), Adults working at the facility are all fingerprinted and there have not been any non-fingerprinted adults at the facility. According to Parent 1 (P1), Parent 3 (P3), Parent 4 (P4), Parent 5 (P5) and Parent 6 (P6) and Parent 7 (P7) they see the same staff present at the facility and have no concern regarding unfamiliar faces being present. Parents stated there was a new staff hired recently. LPA verified all adults named by parents were listed as eligible adults on Guardian. -Pertaining to the allegation that - Provider inappropriately disciplines day care children. According to the Reporting Party (RP) Reporting Party was invited by the licensee to care for children one day and observed a child "locked in a small toilet alone" for crying and throwing up. According to Adult 1 (A1), Adult 2 (A2), Adult 3 (A3) and Adult 4 (A4), Adults working at the facility do not lock children in a small toilet for discipline purposes. They talk to them, they redirect, they entertain them with other activities and ensure they are safe and well taken care of. According to Parent 1 (P1), Parent 3 (P3), Parent 4 (P4), Parent 5 (P5) and Parent 6 (P6) and Parent 7 (P7) they have no concerns regarding the facility's discipline policy. Parents stated that their children are happy when dropped off and have made no mention of anything concerning to them. -Pertaining to the allegation that - Provider inappropriately restrains day care children. According to the Reporting Party (RP) Reporting Party was invited by the licensee to care for children one day and observed children being strapped in chairs all day so when parents come they do not have any bites or scratches. According to Adult 1 (A1), Adult 2 (A2), Adult 3 (A3) and Adult 4 (A4), Adults working at the facility do not have any kind of device such as high chairs or such where children can be restrained. LPA observed high chairs at the facility and reminded licensee to ensure children are only placed in high chairs when eating. According to Parent 1 (P1), Parent 3 (P3), Parent 4 (P4), Parent 5 (P5) and Parent 6 (P6) and Parent 7 (P7), their children are happy at the day care and they have no concerns regarding their children being restrained while in care. -Pertaining to the allegation that - Provider leaves day care children unattended for periods of time. According to the Reporting Party (RP) Reporting Party was invited by the licensee to care for children one day and observed a child left alone in the off limits upstairs area during nap time. According to Adult 1 (A1), Adult 2 (A2), Adult 3 (A3) and Adult 4 (A4), children do not nap upstairs and are never left unsupervised. According to Parent 1 (P1), Parent 3 (P3), Parent 4 (P4), Parent 5 (P5) and Parent 6 (P6) and Parent 7 (P7), their children are happy at the day care and do not have any concerns regarding supervision or lack of supervision. Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Hovannes Grigoryan.
