What the inspector wrote

On 9/20/24 at 8:16 AM, Licensing Program Analysts (LPAs) Jeanine Lipsey and Dawn Dowling conducted an unannounced case management deficiencies visit. Census: 12 children being cared for by 2 staff. LPAs arrived at 8:16am and observed 4 parents drop off 4 children. About 8:20 an adult female arrived and let herself into the gate with a ring door code. The home has a 6 foot metal gate that is the entrance to the back yard where the entrance to the childcare is located. LPAs knocked on the door at 8:23am and did not get an answer. LPA Lipsey called the phone number on the facility report and left a voice mail and text message letting the licensee know we were at the front door. LPA continued to knock on the door, the metal gate and the window. The neighbor next door saw LPAs knocking and text the Licensee. They said they text the licensee and got a response to us being outside. The licensee still did not open the door. LPA called and text the licensee a second time advising her that we were calling the police and that we have inspection authority to go in and do a welfare check to ensure the safety of the children. After no response, LPA called the police at 9:06 am and asked if they could come and help with the welfare check. While LPAs waited for the police, the licensee finally came to door and let us in at 9:15am. Licensee stated her phone was on silent in her bedroom and did not hear the knocking on the door because the music was up loud and they were in the back of the house. LPAs did hear music playing when we were let in. Due to the licensee not opening the door, a type A deficiency was sited. See LIC809-D for deficiency cited. Exit interview conducted and report was reviewed with Licensee Sophia Tourneh .  A notice of site visit was given to the Licensee and must remain posted for 30 days.
