What the inspector wrote

On 9/30/2021 Licensing Program Analyst, Jillinda Chandler conducted an announced Annual Random/1 year required/Casement management- increase capacity visit for Begum Family Child Care. Present in the home were the licensee Imtiaz Begum, assistant Joseline Martinez, due to Begum\342\200\231s native language, a tour of the facility was conducted by Martinez. The home is a converted single-family, single story dwelling in the rear of 7541 N CLaybeck Ave, Burbank, CA 91505. The home was inspected inside and out for health and safety compliance per Title 22. LPA observed the following: Care and supervision were observed The homes capacity was within the scope of the license Appropriate size fire extinguisher carbon and smoke detector present & operable. Detergents, and knives were inaccessible, Toxins were locked and inaccessible. No guns or weapons present as stated by the Licensee, no weapons observed by LPA. Properly working telephone. There is a mobile device dedicated to the day care page 1 of 5 License, facility Sketch, Emergency Disaster Plan & Notification of Parent\342\200\231s Rights Posted and California Safety Seat Law was posted Both persons in the home were certified with pediatric CPR and First Aide No bodies of water were observed on the premises Children records available and in good order. Staff files were readily available and up to date A current roster was readily available Incidental Medical Services were explained to the provider and assistant All persons in the home had criminal background clearance Toys, equipment and materials available and in good order The children have outdoors activity in the back yard, LPA observed artificial grass for cushioning under the climbing apparatus Parents sign children in and out using an electronic sign in and out device. The licensee has also requested an increase in capacity from a small family child care home to a large. Based observations and inspections conducted, the home shall be recommended for a large family day care license. The licensee was reminded that staffing ratios and capacity must be followed at all times per Title 22 section 102416.5 pg. 2 of 5 To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Facility representative was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. pg 4 of 5 Licensee/Applicant was made aware that state law prohibits baby walkers, bouncy seats, exersaucers and any other items that fall into that category. Licensee/Applicant was advised that regulation prohibits the smoking of tobacco in a private residence licensed as a family childcare home during the hours of operation. Licensee/Applicant was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and to never shake a baby to prevent the Shaken Baby Syndrome. Applicant was also reminded that only children eating may be in highchairs and that car seats are utilized only for transportation. The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the home accessible to parents. Licensee/Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects to disseminate information on the State\342\200\231s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public. CCAP\342\200\231s direct contact information is as followed: Phone number: (916) 654-1541; Email Address: childcareadvocatesprogram@dss.ca.gov Also, discussed was; Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. Exemption were also discussed Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.
