Inspector’s narrative
What the inspector wrote
On April 22, 2026, at approximately 10:00 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced annual inspection. LPA met with the director, Jenat King and explained the purpose of the inspection.
The facility operates Monday through Friday from 7:30 AM to 5:30 PM. At the time of inspection, there were 61 enrolled children present with ten staff members, including the director. The facility was operating within its licensed capacity and maintaining staff-to-child ratios at the time of inspection.
LPA and the director inspected indoor and outdoor child care areas for health and safety hazards. The preschool program operates in four classrooms. Per director, one classroom is not in use at this time due to low enrollment. Classrooms were observed to be clean and equipped with age-appropriate toys, materials, and furniture. Children’s personal belongings were stored in labeled cubbies inside the classrooms, labeled with each child's individual name. Sufficient sleeping cots were available for all children in care. Per the director, parents take blankets and sheets home weekly for laundering.
The facility is equipped with a fire alarm system installed throughout the building. Multiple smoke and carbon monoxide alarms were observed throughout the facility. LPA Gil did not test the detectors due to being located on high ceilings. Per director, all alarms are in working condition. LPA Gil observed a fully stocked and accessible first aid kit inside all classrooms. Multiple fire extinguishers were observed on site. Poisons, cleaning solutions, and other hazardous materials are stored in inaccessible areas to children in care.
The facility provides food services. Drinking water is available to children indoors and outdoors with individual water bottles and refilled water pitchers and disposable cups. All outlets in child care areas were observed to be covered by child safety outlet covers.

The outdoor play areas are fully enclosed and equipped with age-appropriate toys and materials that were observed to be in working condition. LPA observed facility to have separated toddler and preschool play areas. No pools, spas, or other bodies of water were observed in the day care areas.
Children are signed in and out through Bright Wheel App system by the front entrance of the facility. During the inspection, all children were properly signed in. The facility’s license documentation and required postings were properly displayed and available for review by the entrance of the facility. The facility conducts emergency drills at least once every 6 months. The last documented disaster drill was conducted on January 9, 2026. LPA reminded director that drills should now be completed once a month for child care centers.
LPA reviewed 10 children’s files and 9 staff files. All children’s files and staff were complete. All present staff have a CPR and First Aid certification. Staff files also contained proof of required immunization, which were made available for review.
All staff have an updated Mandated Reporter Certification on file.
Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.
The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at
www.mandatedreporterca.com
. LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at

for licensing regulations and new updates.
The director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
