What the inspector wrote

On 12/01/2021 Licensing Program Analyst (LPA), Stella Gutierrez conducted an unannounced Annual Required Inspection and was met by Licensee, Grecia Martinez and Assistant, Everlyn Martinez who translated for Licensee who is a Spanish speaker . Also present were was spouse of Licensee. LPA observed 10 children present today all toddler and pre-school age. Licensee has a approved waiver on file 2 provide care for 2 additional children during the pandemic. Waiver is set to expire on 12/31/2021. Licensee was informed that she must maintain her normal capacity and ration limitation in accordance to Title 22 when waiver expires. Licensee stated that she will be applying for an increase of capacity to continue providing care for the children and was made aware that the application process could take up to 90 days to process. Days and hours of operation are Monday-Friday 6:00 am-5:30pm. LPA toured the home inside and outside and a census was taken. An Entrance checklist (LIC 126) was provided to Licensee before today's inspection tour. Current facility sketch reviewed, and Licensee confirmed that the living room, dining area, bathroom #1 and Guest home (recreational purposes only) used for providing care and are accessible to children . Licensee was advised that children shall be provided with meals and a sleeping are in the home and not the Guest/recreation room. Licensee stated that children are provided meals in the outside are if weather permits it and inside the home when need. The children utilize the living room area for the napping space. LPA, Gutierrez observed children's nap mats located in recreation room and was informed by Licensee that they store them there and bring them inside home when needed. All other rooms are off-limits and made inaccessible . There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition on the premises. All poisons are kept in a locked storage area. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. There is no fireplace on the premises. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. There are no stairs in this home. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is (818) 345-6435. Safe Sleep Consultations provided at 11:52 AM Assistant and Licensee stated that they do not currently have any infants enrolled. There are currently no infants in care. LPA discussed Safe Sleep Regulations with licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Page 1 of 3 Safe Sleep LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The outdoor play area in the backyard is fenced and there are no hazards to children present. Capacity as specified on the license is being maintained. LPA reviewed a sample of children\342\200\231s files and observed files were complete with emergency information as required. Licensee\342\200\231s Mandated Reporter Training was not observed for Licensee or assistant during today's inspection. LPA, Gutierrez provided the website information to Assistant that stated they would complete the training and submit to LPA via email (Email provided) within 24 hours of today's visit.. Licensee\342\200\231s pediatric CPR/First Aid expired on 10/26/2021. During today's visit Licensee enrolled in a course to meet this requirement scheduled for and 12/04/2021 when complete will email LPA, Gutierrez the certificate to place in facility file by 12/06/2021. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis and measles. All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. Criminal Record Statement Family Child Care Homes Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Staff interview conducted at 12:30 PM . An exit interview was conducted, and a copy of this report was provided to Licensee , Grecia Martinez.. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Page 3 of 3
