What the inspector wrote

On April 10, 2026, at approximately 9:30 AM, Licensing Program Analysts (LPAs) Janet Gil and DeCondia Ferguson conducted an unannounced annual inspection. LPAs met with Director Robina Petrossian and explained the purpose of the inspection. The facility operates Monday through Friday from 6:30 AM to 6:00 PM. At the time of inspection, there were 4 infant children present with three, staff members, including the director. The facility was operating within its licensed capacity and maintaining staff-to-child ratios at the time of inspection. All adults working in the facility have fingerprint clearance. LPAs and the director inspected indoor and outdoor child care areas for health and safety hazards. The infant license operates out of 2 classroom. Facility has a Toddler classroom not in use at this time due to low enrollment. Classrooms were observed to be clean and equipped with age-appropriate toys, materials, and furniture. Children’s personal belongings were stored in labeled cubbies within each classroom. Sufficient cribs for infant children were available for all children in care. Per the director, parents take blankets and sheets home weekly for laundering. The facility is equipped with a fire alarm system installed throughout the building. Multiple dual smoke and carbon monoxide alarms were observed throughout the facility. LPAs tested alarm in the Infant Classroom which was observed to be working. LPAs observed a fully stocked and accessible first aid kit in the main office area. Multiple fire extinguishers were observed on site. Poisons, cleaning solutions, and other hazardous materials are stored in inaccessible area, in higher shelves. The facility does not provide food services. Parents or authorized representatives provide lunch for the children. Continue on Page 2... Continued, Page 2... Facility provides snack only. Drinking water is available to children indoors and outdoors with individual water bottles and water dispensers with disposable cups. LPAs observed a working adult sink within arms reach from a changing table. Per director, parents or authorized representatives provide infant formula. LPAs observed labeled infant bottles with infant names inside the fridge. The outdoor play area for infants is fully enclosed and equipped with age-appropriate toys and materials that were observed to be in working condition. The facility has a separate outdoor yard area for the infant program. No pools, spas, or other bodies of water were observed in the day care areas. Children are signed in and out through paper system, by the front entrance of the facility. During the inspection, all children were properly signed in. The facility’s license documentation and required postings were properly displayed and available for review by the entrance of the infant classroom. The Infant program conducts monthly emergency drills with the enrolled children. The last documented disaster drill was conducted on March 17, 2026. LPAs reviewed 4 children’s files and 3 staff files. Children’s files were incomplete. Two present children were missing an immunization record.A technical violation was provided on this date. At least one present staff has CPR and First Aid certification. Staff files also contained proof of required immunization, which were made available for review. Staff was observed to have an updated Mandated Reporter Certification. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completed certificate on file. LPAs encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the director, Robina Petrossian .
