What the inspector wrote

Licensing Program Analyst (LPA), V. Wheatley met with applicant Joelle Dumas and assistant Gwendoline Pere-Lahaille at 10:30am for the purpose of conducting a prelicensing inspection for a new license. The applicant is requesting a preschool license for 80 children. The facility is located on the premises of a church. The facility was inspected by the Los Angeles County Fire Department and granted a fire clearance. The facility is equipped with fire extinguishers, carbon monoxide detectors and smoke detectors. The staff will conduct fire drills and earthquake drills on a regular basis. The drills will be logged. LPA Wheatley was surprised to see that the facility was not set up for a new operation or new opening of a child care center. LPA did not observe any desks, chairs or age appropriate equipment for the children. LPA observed walls that need painting and carpet that requires cleaning. The applicant has two other licensed facilities and states she is unsure when she will begin to operate this location once licensed. LPA informed the applicant the importance of getting the facility set up and prepared for licensure. LPA continued with the inspection and measured the three (3) classrooms. Classroom 1 - near the west end of the building measured 594 square feet. Classroom 2 - measured 660 square feet Classroom 3 - measured 660 square feet = 1914 square feet = 55 capacity PAGE 2 The restrooms are on the same side of the building. There is a girls restroom with three (3) toilets and two ( 2) sinks. The boys restroom has two (2) toilets, two (2) urinals and two (2) sinks. LPA observed the paint peeling on the ceiling in the boys restroom. LPA observed one toilet seat loose and another toilet seat that needs replacing in the girls restroom. Total capacity for toilets and sinks = 60 capacity LPA Wheatley measured the outdoor play space. There are two areas. There is a large playground in front of the classrooms which has a climbing apparatus. There is a smaller area on the other side of Classroom 1. The large area measured 7,000 square feet = 93 capacity The small area measured 912 square feet = 12 capacity Total outdoor space is = 105 capacity The applicant asked LPA to measure the Fellowship Hall near the kitchen. The children may eat in this area. The Fellowship Hall measured 1300 square feet = 37 capacity LPA inspected the kitchen which will be used to prepare breakfast, lunch and snacks. LPA observed a fully equipped kitchen with refrigerator, stove, microwave, etc. A license may be granted for 55 capacity when the classrooms are set up appropriately with chairs, desks, age appropriate toys and equipment, first aid kits, trash bins with lids, drinking water, napping equipment, etc. The equipment must be arrange to accommodate the children to be 6 feet apart. The Covid-19 signs must be posted at the entrance for parent to view when dropping off and picking up their children. There must be face masks, cleaning supplies, disinfectant and a touch-less thermometer on the premises. There must be age appropriate toys outside for children to play individually due to Covid-19. In addition, an area for shade and rest is required. The drinking fountains must be made inaccessible and not used during this time. The capacity 80 will only be allowed if the fellowship is utilized and if there are additional restrooms for the children. The applicant will submit pictures of the above. If necessary, another inspection will be conducted. A copy of this report will be emailed to the applicant and a read response is required.
