Inspector’s narrative

What the inspector wrote

On July 13, 2021, Licensing Program Analysts (LPAs), Veronica Wheatley and Judy Laureano met with applicant Joelle Dumas and assistant Gwendoline Pere-Lahaille at 12:20pm for the purpose of conducting a second prelicensing inspection for a new license. The applicant is requesting a preschool license for 80 children with the ages 2 years old to entry into first grade. However the capacity for the three classrooms measured 55 capacity on May 14, 2021. The two children's restrooms measured for 60 capacity. The facility is located on the premises of a church. All adults followed Covid-19 Guidelines. The school office is located in between the classrooms. There is no restroom in the school office. LPAs toured the three classrooms #1, #2, and #3. The classrooms are set up however classroom #2 and #3 have chairs and desk that are larger and will accommodate older children 4 and 5 years old and not younger children ages 2 and 3 years old. LPAs discussed this matter with the applicant who agreed. LPAs observed the three classrooms set up for operation. The lighting and ventilation is adequate. LPAs inspected the restrooms which have been newly painted and new toilet seats. The sinks and toilets are operating properly. The water fountains are inoperable. LPAs inspected the outdoor area outside of Classroom #1. This area has picnic tables and unsafe equipment which needs to be removed. There are no bodies of water. The Fellowship hall/lunch room measured for 37 capacity. At this time the applicant is requesting to utilize the fellowship hall for the children to eat lunch. The maximum number of children to eat lunch at one time is 37 children. There are two restrooms inside the lunch room. The women's restroom has two toilets and one sink and the men's restroom has one toilet, one sink and one urinal. The adults will only use these restrooms at this time. The lunch room has several doors to other rooms. Those rooms will remain locked at all times. Also, there is a room divider that separates the lunch room from the main sanctuary. This was discussed with the applicant in great detail. The kitchen is accessible to this area and is off-limits to children. The following is still required in order to be licensed for 55 capacity. 1. Electrical outlets covered and inaccessible in all three classrooms 2. Trash bins with lids 3. Emergency food and water 4. Emergency kits 5. Outdoor area near Classroom #1 cleaned and safe. 6. Clean the garden near the rear outdoor area. 7. Clean the very large planters near the outdoor area. 8. Signs for handwashing at the kitchen sink and all restrooms 9. Signs for the kitchen door and adult restrooms Exit interview.
