What the inspector wrote

Licensing Program Analyst (LPA) Tatiana Bickham conducted an unannounced case management inspection on 6/2/2026 at 8:30 am due to an incident that was occurred on 4/24/2026. LPA arrived at the facility and met with Director, Angelica Castaneda, who guided LPA on a tour of the facility. There were 51 children and 8 staff present upon arrival. The incident that occurred on 04/24/2026 was reported to the Department on 05/05/2026 via telephone. The facility did not report the Unusual Incident within the required 24-hour time frame. Description of the incident: On 4/24/26 a parent reported to the Assistant Director that their child stated the teacher called the them crazy, psycho, and makes facing at them. LPA interviewed Staff 1 (S1) and Staff 2 (S2). Both staff members stated that prior to the parent speaking with the Assistant Director, they were unaware of the alleged incident. Staff reported that neither the child nor the parent had discussed the matter with them. Both staff members stated they had not observed any staff member speaking to or acting inappropriately toward children. LPA was unable to interview the child involved in the allegation, as the child no longer attends the facility as of 05/05/2026. LPA interviewed other children from the classroom. The children stated they enjoy attending the school and reported feeling happy and comfortable while at the facility. None of the children interviewed indicated they had witnessed a teacher speaking inappropriately to children or making inappropriate faces toward them. Page 1. LPA conducted observations throughout the inspection and did not observe any staff mistreating children, speaking to them inappropriately, or making inappropriate faces toward them. Based on interviews conducted and observations made during today's inspection, LPA did not observe any concerns related to the reported incident. A technical violation was issued for failure to report the unusual incident within the required timeframe. A Notice of Site Visit was issued and must remain posted for 30 days. An exit interview was conducted, and a copy of the report was provided to Director Angelica Castaneda. Page 2.
