On 03/13/2025, Licensing Program Analyst (LPA) Elicia Calvillo conducted an announced Annual and Capacity Increase inspection at 16648 Dommetz Street, Granada Hills, CA. 91344. LPA arrived at the facility at 01:15 PM, identified self and met with Nune Garibyan, Licensee, who guided analyst on a tour of the inside and outside of the facility. There were 0 children and 1 adult resident present at arrival. LPA provided Licensee with a copy of the LIC126 Entrance Checklist -Family Child Care Homes to help facilitate the inspection. Licensee cares for children from ages 0 years to 8-year-olds. Facility hours of operation are Monday to Friday from 08:00AM to 05:30PM. The licensee provided proof of control of property. The family child care home is a one-story dwelling, includes combined living room/ dining room/ kitchen, day care room, 4 bedrooms, 3 bathrooms, laundry room, and no garage. The front yard is fenced and the back yard is fenced with a in ground swimming pool. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The children use the Day Care Room for child care activities, sleeping, and eating. There are tables and chairs, toys and play items that are safe, clean, and appropriate for the ages of the children. LPA observed there are cots for children and bed linens are provided by the parents. The children use the bathroom #1 in the hallway near the Day Care Room. The vanity cabinet stores personal products and items and is secured with the use of child proof latch. The kitchen IS used to prepare snacks and meals Licensee stated they will provide snacks and meals and understands if food is brought in by the parent the container will be labeled with the child\342\200\231s name. PAGE 1 OF 6 The kitchen is made inaccessible with the use of use of child proof magnetic latches used on the cabinets. Per Licensee, the areas off limits to children and parents include the combined living room/ dining room/ kitchen, 4 bedrooms, 2 bathrooms, laundry room, and are made inaccessible by the use of door locks. There is telephone service via a cellphone that stays at the facility during the hours of operation. The outdoor play area located in the back yard of the house, is fenced and there are no hazards to children present. LPA observed appropriate toys and other play equipment for children in care. The ground is covered with cement. LPA did observe a front yard, per Licensee, the front yard is not used for child care activities and is used for dropping off and picking up children. LPA observed a pool, the fenced is in good repair, completely surrounds the pool, is designed and installed so children could not remove any portion, is at least 5 feet high, is constructed so that it does not obscure the pool from view. Children can not easily climb over the fence, there is no window or door with direct access. The gate swings away from the pool, self closes, is self-latching, and the self-latching device is located no more than 6 inches from the top. There are no gaps more than 4 inches, and the bottom of the fence is no more than 4 inches from the ground. The pool is missing the additional safety requirements, per PIN 25-01-CCP, all affected licensees must comply with the new drowning prevention safety requirements, effective January 1, 2025. AB 2866 adds section 1596.814 to the HSC to require specific drowning prevention safety features for (1) all child care centers with in-ground pools and (2) all family child care homes that are operated at a private single-family home with an in-ground pool. For these facilities, effective January 1, 2025, the following safety equipment must be visible from the swimming pool and readily available for immediate use: 1. A life ring with a minimum exterior diameter of 17 inches and labeled as approved by the United States Coast Guard. 2. A rescue pole with a body hook and minimum fixed length of 12 feet. PAGE 2 OF 6 Under HSC section 1596.814, these facilities must also perform a daily inspection of their drowning prevention safety features and safety equipment before opening the facility, and they must maintain a log of the inspections to be provided to the department upon request. In addition to the above requirements, HSC section 1596.814 also adds the below requirements, for each facility type: Family Child Care Homes (FCCH) Licensed FCCHs operating at a private single-family home with an in-ground swimming pool are required to ensure the following safety features are equipped and/or implemented by January 1, 2025: One of the following two safety features below: 1. A safety pool cover that meets the performance. a.A safety pool cover that meets the performance standards of ASTM International Standard F1346-23. Licensee must maintain and make available for the Department\342\200\231s inspection, documentation verifying that the pool cover meets this standard. 2. A pool alarm that will sound upon detecting an entrance into the water and must be turned on and be in working condition during the FCCH\342\200\231s operating hours while the swimming pool is not in use. Licensee must maintain and make available for the Department\342\200\231s inspection, documentation verifying that the alarm meets the ASTM International Standard F2208. Per Licensee, there are no firearms, ammunition, or poisons on the premises. LPA did not observe any firearms, ammunition or poisons during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. Licensee stated there are no pets on the premises. LPA did not observe any pets on the premises. There is a working fire extinguisher, the valve on the required 2A:10BC fire extinguisher indicates fully charged and was last serviced on 08/05/2024. There is a combination smoke and carbon monoxide detector located in the Day Care Room and was tested and is operable. LPA reviewed with Applicant that all homes shall conduct fire and disaster drill at least once every six months and document the date and time of each drill. PAGE 3 OF 6 An emergency fire/disaster drill has been completed and documented within the last 6 months on 02/19/2025. Licensee\342\200\231s Mandated Reporter Training was completed on 03/25/2025. Licensee\342\200\231s pediatric CPR/First Aid expires on 03/2026. There is adequate central heating and ventilation for safety and comfort. LPA did observe a fireplace in the combination living/ dining/ kitchen room and is made inaccessible to children with glass enclosure and a child proof latch. LPA did not observe any open face heater. There is currently one (1) infant enrolled in care. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility. Licensee was reminded that children in care are to be supervised at all times and made aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License were observed to be posted. LPA reviewed a sample of children\342\200\231s files and observed files were complete and documented on the LIC857. There were no personal records to review. PAGE 4 OF 6 LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children's forms/records, facility forms/records, and information to be posted. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. During today's visit, per Title 22, Division 12, Chapter 3, in accordance with the California Code of Regulations, there is one (1) Type B citation being cited for HSC section 1596.814(a)(1) Pool Safety. A Notice of Site Visit was given and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to comply with posting requirement will result in an immediate civil penalty of $100.00.
