What the inspector wrote

On 8/06 / 2025, Licensing Program Analyst (LPA) Ranita Richmond conducted an unannounced Random/ Annual Inspection for the above named Child Care Center. LPA Richmond met with Assistant Director Karen Martin. LPA Richmond toured the facility indoors and outdoors and observed 33 children in care, being supervised and cared for appropriately by 7 fingerprint cleared staff members. LPA observed that 2 of the fingerprint cleared staff were not associated with the facility. Type B citation cited. See LIC 809D. Facility hours of operation are Monday \342\200\223 Friday, 7:30am \342\200\223 5:30pm. CCC provides water and snacks. Capacity and limitations as specified on the license are being maintained. All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios. LPA Richmond advised Director of the importance of sign in/sign out sheets to be filled out using the full first and last name of the children and parent/authorized representative checking the child in and out daily. There are no swimming pools, ponds, or other bodies of water on the premises . There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked cabinet area or locked container. LPA Richmond observed 2 (two) fully charged 3A:40B:C fire extinguishers in the classroom and kitchen. The carbon monoxide detector is located in the kitchen and smoke detectors are wired to the Pull Fire Alarm system. The Fire Alarm system was last inspected and tested in February 2025. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Richmond inspected the classroom and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. page 1 of 3 LPA Richmond conducted a Health and Safety inspection of the kitchen, and food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Open food containers are labeled and dated appropriately. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Richmond reviewed 12 children\342\200\231s files and observed files to be in compliance including current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment. LPA Richmond reviewed 9 personnel files and observed files to include immunizations for personnel in childcare, and at least one employee with current pediatric CPR/First Aid. LPA observed 3 of 9 staff files missing mandated reporter training completion certificates. LPA advised mandated reporter training to be completed every two years as needed. Type B citation cited. See LIC 809D. CCC COMPLETED LEAD TESTING in March 2025. LPA Richmond verified that the lead testing was completed in accordance with Written Directives outlined in PIN 21-21.1-CCP . Director provided LPA with print out of lead testing results for file. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS plan on file. LPA Richmond reviewed storage of medication and equipment/supplies (in kitchen in locked cupboard), and reviewed children's, personnel, and administrative records. LPA Richmond reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. page 2 of 3 To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
