What the inspector wrote

On 11/07/2023, Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced case management inspection for the purpose of citing deficiencies observed during a complaint investigation for Complaint Control Number 58-CC-20230808131514. LPA met with Licensee Peggy Nairn and explained the purpose of the visit. There were no children present during today’s visit. During the complaint investigation, LPA conducted interviews with staff and the child. The child did not like it when the dog jumped on them and during a later time when the dog was in a separate area behind a gate and the child noticed the dog, the child was seen by one of the teachers to have tears in their eyes. The following Type B deficiency is being cited on 11/07/2023 in accordance to Title 22 of the California Code of Regulations: 101223 Personal Rights (a)(1): The licensee shall ensure that each child is accorded the following personal rights: To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. A copy of this Report, Notice of Site Visit, and Appeal Rights (LIC 9058), was provided and explained to Peggy Nairn , Director.

This requirement is not met as evidenced by: Based on interviews of the staff and the child, the facility failed to provide safe, healthful, and comfortable accommodations and the child did not like the dog jumping on them and during a later time when the chld noticed the dog behind a gate, became emotional.
